About this opportunity

Escambia County, Florida, is soliciting bids for the manufacturing and delivery of ninety-one prefabricated bus shelters for Escambia County Area Transit (ECAT) under CDBG-DR HS018, with bids due September 30, 2026 at 1:00 p.m. and a non-mandatory pre-bid meeting scheduled for September 9, 2026 at 11:00 a.m. This is a federal HUD-funded disaster recovery project subject to Davis-Bacon Act wage requirements, domestic preference for U.S.-manufactured materials, MBE/WBE considerations, Section 3 economic opportunity provisions, debarment verification, and endangered species protection measures for Eastern Indigo Snakes and Tricolored Bats.

The scope comprises eighty-one three-seat shelters, nine six-seat shelters, and one twelve-seat shelter, all ADA-compatible with fully welded aluminum frames (clear anodized, dark-bronze anodized, or powder-coat finish options), 1/4-inch clear tempered safety glass in rear walls and windscreens, structured polycarbonate roofs with integrated drainage, benches with backrests, lockable map/schedule cases, advertising windows, trash receptacles, and solar-powered lighting with automatic dusk-to-dawn controls. All shelters must comply with Florida Building Code, ADA Standards for Accessible Design, ASTM standards, and AWS welding standards; be engineered to withstand Escambia County's coastal, high-wind environment; and include comprehensive shop drawings, product submittals, engineering calculations, and assembly instructions prior to fabrication approval.

Shelters must be delivered in four lots of approximately twenty-five units each, with first delivery no later than November 30, 2026, and subsequent deliveries every thirty days. The manufacturer shall provide a minimum five-year warranty, with ten years preferred, covering defects in materials and workmanship. The county will award to the lowest responsive and responsible bidder. Bids must include lump-sum pricing with itemized fees and costs. A 5% bid bond payable to Escambia County is required. Questions are due September 16, 2026. General liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation coverage, and business auto liability of $1,000,000 per accident are required before contract execution.
