About this file
This is a basis of design specification document for Escambia County Area Transit (ECAT) bus shelter manufacturing and replacement project in Florida. The project involves manufacturing and delivering ninety-one (91) prefabricated bus shelters to replace existing structures at ECAT facilities. The specification establishes performance-based product criteria for factory-fabricated, ADA-compatible transit shelters with a reference 10-foot configuration featuring welded aluminum frames, perforated metal panels, clear polycarbonate roof glazing, and single-slope roof design with integrated drainage systems. Each shelter is to be engineered and supplied as a complete coordinated system by an established transit-shelter manufacturer, with scheduled configurations available in three-seat, six-seat, and twelve-seat seating arrangements. The specification requires detailed shop drawings, product submittals, engineering calculations, assembly instructions, and final anchor-footprint drawings prior to fabrication approval.
The specification establishes comprehensive material and finish requirements including fully welded structural aluminum primary frames with clear anodized, dark-bronze anodized, or powder-coat finish options, corrosion-resistant fasteners, UV-resistant sealants, and perforated metal wall panels with individual replaceability. Accessory requirements include wall-mounted benches with backrests, lockable map/schedule cases, advertising windows, trash receptacles, and stand-alone solar lighting systems with automatic dusk-to-dawn controls. All shelters must comply with the Florida Building Code, ADA Standards for Accessible Design, applicable ASTM and AWS standards, and Buy America requirements when applicable. The manufacturer must provide a ten-year warranty and design shelters to withstand Escambia County's humid, coastal, high-wind environment. The project funding is supported through Community Development Block Grant – Disaster Recovery (CDBG-DR) sources for hurricane recovery and resilience initiatives.

Design the complete shelter for dead, live, wind, uplift, impact and other loads prescribed by the current adopted Florida Building Code and referenced standards.
Establish wind criteria from the project location, risk category, ultimate design wind speed, exposure, enclosure classification, topographic effects and site conditions. Catalog ratings do not replace project-specific verification.
Include roof overhangs, glazing, fascia, solar equipment, display/advertising panels and accessories in wind area, eccentricity, connection and progressive-failure checks.
Submit calculations identifying governing load combinations, member stresses, connection forces, anchor reactions and serviceability/deflection criteria when sealed calculations are required.
Coordinate anchorage and concrete before pad construction. Design to prevent pullout, breakout, spalling and inadequate edge distance; transfer all reactions safely into the site foundation.
Installation shall follow approved shop drawings and written instructions. Verify anchor template, pad dimensions, slopes, elevations, clearances and underground conflicts before drilling or placing anchors.
Installing contractor shall provide a minimum one-year workmanship warranty for installation, anchorage, alignment, sealants and field work, separate from manufacturer warranties.
