About this opportunity

The Michigan Department of Transportation is requesting proposals for project management consulting services on the EB M-46 Michigan Avenue to Saginaw River roadway improvement project in Saginaw County, with proposals due August 24, 2026.

The underlying construction project involves cold milling and resurfacing of eastbound M-46 from Michigan Avenue to the Saginaw River (0.223 miles), including ADA ramp improvements, concrete sidewalk reconstruction (76 square yards removal), curb ramps with detectable warning surfaces, and permanent pavement markings. The scope includes 4,765 square yards of cold milling and 524 tons of 5EML High Stress HMA paving on 2-lane and 3-lane sections. Construction is scheduled between September 14 and September 30, 2026, with completion required within four consecutive days once started. Permanent pavement markings must be installed within seven days of HMA paving completion.

The PMC consultant will manage project oversight, coordination, and administrative responsibilities throughout the project lifecycle. The work is subject to Michigan prevailing wage requirements, with journeyman rates in Saginaw County ranging from $36.87 to $110.76 per hour depending on trade classification. Eligible fringe benefits may be credited toward prevailing wage payments when paid directly to workers or contributed on their behalf pursuant to written agreements, including health insurance, vacation pay, life insurance, 401(k) contributions, and tuition reimbursement; legally required contributions such as unemployment insurance, workers' compensation, and FICA taxes cannot be credited.

Special provisions address work near the Huron and Eastern Railway grade crossing at Stephens Street, requiring contractors to contact the railroad 30 days prior to work and obtain railroad protective liability insurance with limits of $2 million per occurrence and $6 million aggregate; railroad watchperson and protective services are estimated at $5,000.

All work must comply with MDOT's 2020 Standard Specifications for Construction. A preconstruction meeting is required at the MDOT Bay City Transportation Service Center. Contractors must provide notice to Dan Senske at 989-233-1053 at least three calendar days before beginning work.
