About this file

This document is a construction plan and specification set prepared by the Michigan Department of Transportation (MDOT) for the City of Saginaw in Saginaw County. The project involves cold milling and resurfacing HMA (hot mix asphalt) on eastbound M-46 from Michigan Avenue to the Saginaw River, a distance of 0.223 miles, along with ADA ramp improvements and permanent pavement markings. The scope of work includes 4,765 square yards of cold milling HMA surface, 524 tons of 5EML High Stress HMA paving on 2-lane and 3-lane roadway sections, removal and reconstruction of concrete sidewalks (76 square yards removal), installation of curb ramps and detectable warning surfaces, and placement of temporary and permanent pavement markings. A preconstruction meeting with the contractor is required at the MDOT Bay City Transportation Service Center office. The work must be completed between September 14, 2026 and September 30, 2026, with completion required within four consecutive days once started. Contractors must provide notice to Dan Senske at 989-233-1053 a minimum of three calendar days prior to beginning work. Permanent pavement markings must be installed within seven days of HMA paving completion.

This is a MDOT Maintenance-funded project with no provisions for overpayment or extras; all material, labor, and mobilization costs must be included in the bid. Special provisions address work near the Huron and Eastern Railway grade crossing at Stephens Street, requiring contractors to contact the railroad 30 days prior to work, obtain railroad protective liability insurance with limits of $2,000,000 per occurrence and $6,000,000 aggregate, and pay for railroad watchperson and protective services estimated at $5,000. The project includes drainage structure adjustments (4 each), connected lighted arrow boards Type C (2 units), traffic control devices, and pavement marking work including wet reflective waterborne markings and polyurea symbols. MDOT reserves the right to reject any bid deemed unqualified and may conduct a site plan review meeting with the low bidder before award. All work must comply with MDOT's 2020 Standard Specifications for Construction, and contractors are responsible for verifying quantities through site inspection and plan review before bidding.

The following information may be pertinent to the determination of construction methods and railroad protective insurance rates.

Contact: Chad Heinz - Roadmaster Phone: (989) 225-7032 Address: 3366 East Soper Rd Bad Axe, MI 48413

TRAIN MOVES

Stephens Street/M-46 (NI# 511981E) There are approximately 2 daily freight moves at 10 mph and 2 daily switching moves.

Maximum timetable speed is 10 mph.

The train movement and speed information does not represent a commitment by the Railroad and is subject to change without notice.

RAILROAD UTILITY COORDINATION

Railroad utilities are not covered under the current Miss Dig provisions and supplemental coordination with the operating railroad is required. The Contractor shall contact the Railroad, 30 days prior to any underground activities or soil disturbance on/or adjacent to the railroad right-of-way and request for railroad utilities be located and marked. The Contractor shall provide specific limits of desired utilities to be located and marked by the Railroad to ensure locates are visible and current.

The Contractor shall cooperate and coordinate construction activities with the operating railroad as stated in Section 104.08 of the 2020 MDOT Standard Specifications for Construction. In addition, for the protection of underground utilities, the Contractor shall follow the requirements in Section 107.12 of the 2020 MDOT Standard Specifications for Construction. Contractor delay claims, resulting from a railroad utility, will be determined based upon Section 109.05 of the 2020 MDOT Standard Specifications for Construction.

Any damage caused by the Contractors work operations to the railroad property will be the Contractors responsibility to fix and/or replace to Railroad specifications.

Special Considerations at Railroad Crossings.

1. Any work (or equipment being staged onsite during the work) performed at or near a railroad crossing must not obstruct the view of railroad protective warning devices (signs, flashing light units or gates) to oncoming traffic at any time.

2. Do not extend lane closure taper(s) through the crossing. Traffic lane shifts cannot transition over the crossing.

3. Do not place construction traffic control devices in the railroad crossing or closer than 25 feet from the outside rail on either crossing approach.

4. Do not direct traffic over crossing in opposing direction than normal.

5. When the railroad crossing is in the influence zone of active construction work, but not in a lane closure, the roadway traffic regulator will give immediate preference to clearing any traffic from backing up over the crossing.

6. When traffic is queued to a gated crossing a railroad watchperson will be present to provide notice of train approach to the crossing in advance of railroad warning device activation, so the crossing may be cleared of vehicular traffic. The Contractor is responsible for contacting the applicable railroad to obtain and pay for a railroad watchperson.

CFS:DMG 1 of 3 APPR:TES:DBP:03-08-22

FHWA:APPR:03-22-22

a. Description. This work consists of adjusting drainage structures, including utility manhole covers, in accordance with section 403 of the Standard Specifications for Construction, as shown on the plans, as directed by the Engineer, and as stated herein.

b. Materials. Furnish materials in accordance with subsection 403.02 of the Standard Specifications for Construction with the following exceptions:

Furnish Concrete, Grade 3500 or Grade P-NC as directed by the Engineer in accordance with sections 1004 and 1006 of the Standard Specifications for Construction, respectively. Furnish epoxy anchored lane ties in accordance with section 914 of the Standard Specifications for Construction. Ensure the lane ties are #5 bar size with a nominal length of 18 inches. Ensure the circular bar for the rotary cut application is epoxy coated #5 bar of a diameter that will center it between the structure cover and the existing surrounding pavement. Select epoxy for anchoring lane ties into the concrete from section 712.03J of the Qualified Products List. Furnish hot-poured joint sealant in accordance with section 914 of the Standard Specifications for Construction.

For concrete curb, concrete curb and gutter, or concrete traffic island repairs furnish materials in accordance with the standard specifications.

c. Construction. For structures within the pavement area remove pavement adjacent to the drainage structure cover using a rotary or sawing method. When using a rotary coring method, remove a minimum 4 foot diameter section of pavement around the drainage structure frame and cover. If the frame outside diameter measurement is greater than 36 inches, use a rotary coring head to remove a minimum 4.5 foot diameter section of pavement. When using a sawing method, saw cut clean and remove a 6 foot by 6 foot pavement square.

For structures within the curb line, saw cut and remove a 4 foot by 6 foot section of pavement around the frame with the 6 foot dimension measured along the curb line. Remove curb and/or curb and gutter associated with the adjustment of structures, as directed by the Engineer.

For structures located adjacent to concrete traffic control islands, remove concrete island full-width or up to 6 feet wide to facilitate adjustment of the drainage structure cover frame, as directed by the Engineer.

Prior to setting the frame, compact exposed soil using a method approved by the Engineer.

Support the cover frame over the structure matching the adjacent roadway cross slope. Secure the frame in-place to allow for placement of concrete using brick or block as required on a full bed of mortar without altering frame position.

CFS:DMG 2 of 3 03-08-22

Install epoxy anchored lane ties in accordance with section 603 of the Standard Specifications for Construction to anchor the concrete to adjacent composite pavement. Install circular epoxy coated bar as detailed herein.
