About this opportunity

The Eatonton Putnam Water and Sewer Authority (EPWSA) is seeking qualified engineering firms to assist with the implementation of federally funded water and wastewater infrastructure projects through a Request for Qualifications (RFQ) process. The selected firm may be utilized for projects involving funding from programs such as GEFA SRF, USDA, EDA, EIP, CDBG, ARPA, and others. The scope of work includes drinking water distribution, source development, storage and treatment, wastewater collection, and treatment projects. Responding firms must be technically qualified and licensed in the State of Georgia. The two-step procurement process requires firms to first submit Statements of Qualifications, which will be used to create a shortlist of potential firms. Shortlisted firms will then be invited to participate in an interview process prior to final selection. The evaluation criteria include the firm's history and resources, federal project and funding experience, key personnel qualifications, scope and level of service, similar project experience, and experience with EPWSA's infrastructure systems.

The RFQ does not provide any information on set-aside designations, restrictions on the types of organizations that can respond, or any listed incumbent vendors or current contractors. Additionally, the RFQ does not specify any award values or budget ranges for the potential projects.

Opportunity text

Statements of qualifications and proposals are being requested from engineering firms with a strong record in successfully assisting local governments, utility commissions, and authorities with the implementation of Federally Funded projects and programs specific to water and wastewater infrastructure development and installation. Responding firms should be technically qualified and licensed in the State of Georgia to provide these services. The selected firm may be utilized to perform projects involving any of the following: GEFA SRF, USDA, EDA, EIP, CDBG, ARPA, and potentially others. Work to be performed could include drinking water distribution, source development, storage and treatment projects, wastewater collection, and treatment projects. The Eatonton Putnam Water and Sewer Authority (EPWSA) plans to contract for engineering design services for one or more federally funded (partially or fully) projects that will likely require a two-step procedure for procurement. For this reason, submitting firms should plan to provide Statements of Qualifications as well as an RFP (100 points). The Authority shall then review both the qualifications and RFP¿s to create a shortlist of potential firms. Should they be shortlisted, the firm shall participate in an interview process prior to selection. The firms will then be ranked based on the interview and RFP provided. The interview process will be carried out over an internet conferencing platform to streamline the process for EPWSA and the proposers.
