About this file

This document is a Request for Qualifications (RFQ) issued by the Eatonton Putnam Water and Sewer Authority (EPWSA) for Consulting Engineering & Design Services. The Authority is seeking proposals from qualified engineering firms to assist with the implementation of federally funded water and wastewater infrastructure projects, which may involve drinking water distribution, source development, storage and treatment, wastewater collection, and treatment. Responding firms must be technically qualified and licensed in the State of Georgia. The RFQ outlines a two-step procurement process, where firms will first submit Statements of Qualifications, which will be used to create a shortlist of potential firms. Shortlisted firms will then be invited to participate in an interview process prior to final selection. The RFQ provides detailed information on the evaluation criteria, which includes the firm's history and resources, federal project and funding experience, key personnel qualifications, scope and level of service, similar project experience, and experience with EPWSA's infrastructure systems.

The RFQ does not provide any information on pricing terms, set-asides, incumbents, or specific funding sources and amounts. However, it notes that the selected firm may be utilized for projects involving various federal funding programs, such as GEFA SRF, USDA, EDA, EIP, CDBG, ARPA, and potentially others. The RFQ also states that the Owner reserves the right to waive non-compliance with any requirements and reject any or all proposals submitted in response.

Eatonton Putnam Water and Sewer Authority

REQUEST FOR QUALIFICATIONS

CONSULTING ENGINEERING & DESIGN SERVICES

Statements of qualificaons and proposals are being requested from engineering firms with a strong record in successfully assisng local governments, ulity commissions, and authories with the implementaon of Federally Funded projects and programs specific to water and wastewater infrastructure development and installaon. Responding firms should be technically qualified and licensed in the State of Georgia to provide these services. The selected firm may be ulized to perform projects involving any of the following: GEFA SRF, USDA, EDA, EIP, CDBG, ARPA, and potenally others.

Work to be performed could include drinking water distribuon, source development, storage and treatment projects, wastewater collecon, and treatment projects.

The Eatonton Putnam Water and Sewer Authority (EPWSA) plans to contract for engineering design services for one or more federally funded (parally or fully) projects that will likely require a two-step procedure for procurement. For this reason, subming firms should plan to provide Statements of Qualificaons as well as an RFP (100 points). The Authority shall then review both the qualificaons and RFP’s to create a shortlist of potenal firms. Should they be shortlisted, the firm shall parcipate in an interview process prior to selecon. The firms will then be ranked based on the interview and RFP provided. The interview process will be carried out over an internet conferencing plaorm to streamline the process for EPWSA and the proposers.

Informaon that should be submited for our evaluaon is as follows (Total of 100 Points):

1) History of firm and resources (20 Points) including the firm’s corporate history, growth, resources, form of ownership, ligaon history, and other evidence of stability.

2) Federal Project and Funding Experience (may include GEFA SRF, USDA, EDA, EIP, ARPA, etc.)- (15 Points)

3) Key personnel/qualificaons (20 Points) Provide professional qualificaons and descripon of experience for principal Consulng Services personnel. (At this stage, firms are asked for informaon on lead staff only, but may list qualificaons and experience on more than one lead individual who is qualified and available for proposed project. If the firm is selected as finalist, the Owner will request detailed informaon on the exact proposed expanded team and their relevant experience.) Firms that respond as joint teams will be expected to clearly demonstrate their team members’ shared experience, as a joint team, on prior projects of similar magnitude and complexity.

4) Scope and level of service proposed (15 Points)

5) Experience with projects similar to work described (10 Points) including the demonstrated ability of firm in effecve Consulng Services of facilies comparable in complexity, size, and funcon. This includes relevant experience and qualificaons of the principal Consulng Services lead staff and level of experience in a leadership role over mulple providers and phases of construcon of water and wastewater infrastructure.

6) Project Experience with EPWSA Infrastructure Systems (15 Points)

7) Errors and Omissions Insurance (5 Points)
