About this opportunity
Santa Rosa County, Florida is seeking bids for the East Bay Blvd. Drainage Phase II construction project, an infrastructure improvement initiative involving the removal and replacement of four cross-drain pipes along East Bay Boulevard. The project requires comprehensive drainage system upgrades, including installing reinforced concrete pipes with associated rip rap, roadway base, and paving repair. Bidders must submit comprehensive proposals electronically through the Santa Rosa County Procurement Portal by 10:00 am on Tuesday, November 12, 2024, with a public bid opening scheduled via Teams. The project specifications include 28 detailed line items covering mobilization, temporary traffic control, dewatering, clearing and grubbing, pipe removal, roadway base and paving, and striping. Contractors must provide a 5% bid guarantee and performance/payment bonds, and the project has a 120-day completion timeline from the written Notice to Proceed, with liquidated damages of $1,685 per calendar day for delays. Questions regarding the procurement must be submitted through the procurement portal by 12:00 pm on Thursday, October 24, 2024.
The county actively encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, with no discrimination based on race, color, religion, national origin, disability, sex, or age. Contractors must provide evidence of comprehensive insurance, including workers' compensation, commercial general liability of $1,000,000 per occurrence, and automobile liability. The project is federally funded and subject to various federal regulations, including Davis-Bacon wage standards, equal employment opportunity provisions, and civil rights clauses. While a specific contract value is not explicitly stated, the detailed bid documents and extensive project scope suggest a significant infrastructure investment. Contractors must also comply with additional requirements, including certification that they are not on scrutinized companies lists and adherence to federal and state regulatory standards. The Board of County Commissioners reserves the right to reject any or all bids and to award the contract based on what it determines to be in the best interest of Santa Rosa County.
