About this opportunity
The City of Winder, Georgia is seeking bids for the Earthen Dam Renovation of Winder Water Reservoir #2 (Laurel Lane Dam), a capital project designated as UT23-12A. The procurement involves comprehensive dam infrastructure improvements, specifically focused on installing an additional internal seepage drainage system near the downstream toe of the earthen dam, utilizing fine and coarse aggregate with new PVC collection pipes. Additional scope includes stabilizing the outlet support for the existing RCP principal spillway conduit through flowable fill/non-shrink grout placement and revegetation of disturbed areas. Bidders must submit sealed physical bids to the Public Utilities Facility at 138 Sweetwater Trail, Winder, Georgia 30680 by August 7, 2025, at 3:00 p.m. local time. A voluntary site visit is scheduled for Wednesday, July 23, 2025, at 10:00 am, with limited access due to the gated property location. Written questions must be submitted to the Engineer of Record, Brian Kimsey, via email by July 31, 2025, at 2:00 p.m., and no electronic or faxed bids will be accepted. The project has an expected duration of 35 days and bidding documents are available through the Georgia Procurement Registry and the City of Winder's website.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. Bidders are expected to have technical expertise in dam renovation, drainage systems, and civil infrastructure restoration. While no incumbent vendors were identified, the project involves integration with existing dam infrastructure, specifically the RCP principal spillway conduit. The solicitation does not provide a specific budget range or award value, though the comprehensive nature of the renovation suggests a significant capital investment. The procurement is limited to the Barrow County jurisdiction and targets critical water infrastructure improvement for the City of Winder. Interested contractors should carefully review the attached plan set (Laurel Lane Dam Plan Set Issue5 7_2_25_Final.pdf) and project manual (Laurel Lane Dam Renov Proj Manual 7_7_25_Fina.pdf) for detailed technical specifications and requirements.
