About this opportunity
The Georgia Department of Human Services, Division of Family and Children Services (DFCS) has cancelled the Request for Proposals for Early Intervention Support Services (Event 42700-DHS0000289) that was originally due May 18, 2018. DFCS is transitioning from traditional RFP procurement to a streamlined, continuous-application process.
The original scope sought contractors to deliver in-home early intervention services to families with indicators of problematic family functioning—including positive discipline training, age-appropriate child development education, parent-child interaction promotion, homemaking and budgetary skills development, and community resource navigation. Services were to be voluntary for participating families, requiring contractors to actively encourage family participation.
DFCS determined that a high percentage of suppliers were consistently disqualified under traditional procurement regulations. The new streamlined process provides greater flexibility, eliminates stricter RFP conformance requirements, and permits continuous application submission rather than narrow bidding windows. DFCS will work with applicants to obtain missing required information during review.
DFCS will post the streamlined application process on its website in early fall 2018 and will host one or more informational meetings for interested parties. Interested organizations should monitor the Georgia Procurement Registry for future instructions and may direct questions to Fernando Puerto at fernando.puerto@dhs.ga.gov.

Things to Remember for Suppliers (Reference only) The Department has the need for and desires Early Intervention Services. The goal of Early Intervention services is to provide preventive support and parent education to families with indicators of problematic family functioning that could possibly escalate up to the level of Child Protective Services (CPS). The Department is seeking contractors who can assist parents with parenting techniques such as developing and practicing positive discipline techniques, learning age-appropriate child development skills and milestones, promoting positive play and interaction between parents and children, developing homemaking and budgetary skills, and locating and accessing community services and supports, and practicing child prevention strategies. These services should be provided in the home and should focus on enhancing parenting practices and behaviors, however these services are voluntary for the families and the contractor must be able encourage family's participation in their programs.
