About this file
This is a Cancellation Notice issued by the Georgia Department of Human Services (DHS), specifically the Division of Family and Children Services (DFCS). The notice cancels four related Requests for Proposals (RFPs) for Wrap-Around Support Services, Comprehensive Child and Family Assessment, Early Interventions, and Homestead Services (Event numbers 42700-DHS0000286, 42700-DHS0000285, 42700-DHS0000289, and 42700-DHS0000290). The Early Intervention Support Services sought by the Department aim to provide preventive support and parent education to families with indicators of problematic family functioning, including services such as positive discipline training, child development education, parent-child interaction promotion, homemaking and budgetary skills development, and community resource navigation. These services are to be delivered in-home and are voluntary for participating families.
The State Entity, in conjunction with the Department of Administrative Services, determined that a high percentage of suppliers were consistently disqualified under traditional procurement regulations. Consequently, DHS will transition to a streamlined application process that provides greater flexibility for all parties and eliminates the stricter conformance requirements associated with traditional bidding processes. The new process will allow for continuous submission of applications rather than narrow bidding windows and will permit DHS to work with applicants to obtain missing required information. DFCS will post the streamlined application process on its website in early fall and will host one or more informational meetings for interested parties. Interested organizations should monitor the Georgia Procurement Registry for future instructions and may direct questions to Fernando Puerto at fernando.puerto@dhs.ga.gov.

SOURCING EVENT
Event#: 42700-DHS0000286, 42700-DHS0000285, 42700-DHS0000289, 42700-DHS0000290
Title: Wrap-Around Support Services, Comprehensive Child and Family Assessment, Early Interventions, Homestead Services
The above mentioned Request for Proposals (RFP) has been cancelled. Due to the high percentage of suppliers being consistently disqualified, the State Entity with the guidance of the Department of Administrative Services has determined to change vendor solicitation into a streamlined application process which provides greater flexibility for all parties involved, rather than as a traditional procurement which is subject to procurement regulations necessitating stricter conformance with administrative bidding requirements.
The State Entity will post the streamlined application process on the Division of Family and Children Services’ (“DFCS”) website early this fall and will host one or more meetings to provide information to interested parties regarding the new process. Please be assured, it is the goal of the State to make this a more flexible process in which it is simpler for qualified organizations to contract with the State. The new process will allow for continuous submission of applications (rather than require submissions during a narrow bidding window) and will allow DHS to work with applicants to obtain all required information in the event that an initial submission is incomplete. Please monitor the Georgia Procurement Registry for future instructions for this service.
Questions regarding this Cancellation Notice may be directed to Fernando Puerto, at fernando.puerto@dhs.ga.gov.
