About this opportunity

Early County School System (ECSS) is seeking competitive sealed proposals for a specialized playground project at Early County Elementary School located in Blakely, Georgia. The procurement involves designing, procuring, and installing an inclusive playground spanning approximately 2,300 square feet, with specific requirements for wheelchair accessibility, sensory features, and equipment appealing to both disabled and able-bodied users. Proposing firms must provide comprehensive solutions that include modular play equipment, inclusive design elements, and poured-in-place rubber surfacing. The evaluation process will assess proposals based on two primary criteria: firm qualifications (90 points) and playground design/equipment (110 points), with a total possible score of 200 points. Key dates include a proposal submission deadline of January 9, 2025 at 2:00 PM EST, with written questions accepted until December 17, 2024. The project has a strict completion timeline, requiring full implementation by August 1, 2025 to be ready for the first day of school.

While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the proposal requires compliance with federal immigration laws, mandatory background checks for on-site workers, and various certifications including drug-free workplace documentation and non-collusion statements. Proposing firms must demonstrate substantial insurance coverage, including Commercial General Liability ($1M per occurrence), Automobile Liability ($1M), and Workers' Compensation. The project mandates strict adherence to safety guidelines, specifically requiring compliance with federal Consumer Product Safety Commission (CPSC), ASTM International, and International Play Equipment Manufacturers Association (IPEMA) standards. Although a precise budget range is not specified in the documentation, the comprehensive requirements suggest a potentially significant investment in creating an advanced, inclusive playground environment. Contractors must be prepared to provide detailed, itemized pricing for equipment, surfacing, and installation costs as part of their comprehensive proposal.
