About this opportunity

The State of Utah Division of Purchasing, in conjunction with the Utah National Guard, is conducting a Request for Quotes (RFQ) for E-type Silhouette Targets, seeking a responsive and responsible vendor to supply 750 total targets. The procurement requires 300 blue targets, 300 red targets, and 150 yellow targets, each measuring 26 inches wide by 40 inches tall, to be delivered no later than September 30, 2025, to the Utah National Guard Range Control facility in Bluffdale, UT. The targets must comply with TC 25-8 Regulations, featuring a non-reflective, weather-resistant, self-healing surface capable of withstanding multiple rounds, with smooth, reinforced corners. Evaluation will be conducted according to Utah Procurement Code criteria, with the primary objective of selecting the lowest-cost vendor that meets all specified requirements. The solicitation was posted on August 28, 2025, with quotes due by September 8, 2025, and vendors are prohibited from submitting multiple or alternate quotes. Any exceptions to the RFQ must be protested in writing to the Division of Purchasing prior to the closing date.

The procurement does not explicitly indicate any set-aside designations or restrictions for specific types of organizations. Vendors must comply with several mandatory requirements, including anti-boycott certifications, restrictions on foreign entities, and technological security standards such as using existing State of Utah Department of Technology Services (DTS) cloud service accounts and meeting FedRAMP or GovRAMP certification standards. While specific budget ranges are not detailed in the provided documents, the pricing sheet requires vendors to include shipping costs in their unit pricing, with the total cost to be evaluated based on the sum in the designated spreadsheet cell. The procurement allows the Division of Purchasing to solicit additional quotes via email, phone, or other methods permitted by the Utah Procurement Code. Vendors must submit both redacted and non-redacted versions of their responses, with pricing information prohibited from being classified as confidential. The state reserves the right to modify contracts to incorporate new technologies and requires vendors to maintain specific security and regulatory compliance standards throughout the contract period.
