About this opportunity
The County of Sacramento, Department of General Services, through its Department of Technology (DTech), has issued a Request for Information (RFI) seeking comprehensive email security solutions for integration with Microsoft Exchange Online (M365) hosted mail systems. The RFI, identified as 2025-RFI-0089, aims to gather market intelligence about commercially available email security technologies that can enhance threat detection, remediation, reporting, and overall security capabilities. Vendors are required to complete a detailed "Email Security Capabilities Matrix" using specific response codes (Y, P, C, U, F, N) to address key capability questions, with the option to provide supplementary documentation. Key submission deadlines include a question submission deadline of December 15, 2025, at 3:00 pm and a response submission deadline of January 6, 2026, at 3:00 pm. Responses must be submitted electronically through the OpenGov Procurement portal, and vendors may indicate willingness to provide solution demonstrations. This RFI is explicitly informational and does not guarantee a future Request for Proposal (RFP) or commitment to contract.
The RFI does not specify explicit set-aside designations or restrictions on responding organizations. While no specific budget range is provided, the solicitation pertains to Sacramento County, which has an annual budget of $8.9 billion and employs approximately 12,000 full-time employees, suggesting potential significant investment in email security solutions. Vendors are required to execute a Proprietary Information Agreement to protect submitted confidential information, with the County reserving the right to determine confidentiality claims. The County will treat all proposal information as public record upon completion of negotiations, unless respondents provide legal justification for confidential status. Importantly, participation in this RFI does not provide any competitive advantage or disadvantage in potential future solicitations, which will be evaluated independently on their merits. All costs associated with preparing and submitting responses will be solely at the responding party's expense, with no reimbursement from the County.
