The RFI requests information about commercially available email security solutions that can improve threat detection, remediation, reporting, and overall security capabilities. The RFI was released on December 4, 2025, with a question submission deadline of December 15, 2025 at 3:00 pm and a response submission deadline of January 6, 2026 at 3:00 pm. Respondents are instructed to submit responses electronically through the OpenGov Procurement portal and may indicate willingness to provide solution demonstrations. The county requires vendors to complete the "2025-RFI-0089 Email Security Capabilities Matrix" document using specified response codes (Y, P, C, U, F, N) to address key capability questions, with additional supporting documentation permitted as an upload.
This RFI is explicitly stated to be for informational and planning purposes only and does not constitute a commitment to contract, promise of a future RFP, or guarantee of award. Response is entirely voluntary and does not provide any advantage or disadvantage in future solicitations, which will be evaluated independently on their merit. The county will not reimburse respondents for any costs associated with preparing responses. Sacramento County, with a population of approximately 1.6 million residents and an annual budget of $8.9 billion, operates with approximately 12,000 full-time employees and seeks this market intelligence to inform potential future procurement decisions regarding email security capabilities. All proposal information will be treated as public record upon completion of negotiations unless the respondent clearly identifies and provides legal justification for confidential or trade secret designations, and executes the county's confidentiality defense and indemnification agreement.
