About this opportunity

The City of Cleveland's Mayor's Office of Capital Projects, Division of Engineering and Construction is requesting proposals for professional design services to prepare construction contract plans and specifications for the E. 55th Street Safe Routes to School Quick Build project covering approximately 2.8 miles from Outhwaite Avenue to North Marginal Road, with proposals due July 29, 2026 at noon and questions due July 15, 2026 at 4:00 p.m. The 0.3-mile segment between Superior Avenue and St. Clair Avenue (State Route 283) is excluded from this scope and is being handled under a separate project led by ODOT District 12.

The scope includes preparing plans and specifications for a quick-build roadway cross-section reallocation project: removing existing pavement markings, installing separated bicycle facilities with delineator posts and new markings, ensuring ADA accessibility for transit waiting environments, upgrading select pedestrian crossings, and adding new crosswalks and curb ramps. No pavement rehabilitation is included. The project will reallocate existing curb-to-curb space to add a two-way center turn lane and separated bike lanes on both sides of the road. The City will administer the design phase; ODOT District 12 will lead construction administration.

A 10% Cleveland Small Business (CSB) mandatory participation goal applies. Proposers must complete Office of Equal Opportunity Schedules 1–4 demonstrating good-faith efforts to utilize certified CSB, MBE, and FBE subconsultants. All subconsultants claiming CSB, MBE, or FBE status must be pre-certified through the City's Certification and Compliance Monitoring System. Consultant team members must be ODOT prequalified in Non-Complex Roadway Design, Basic Traffic Signal Design, and Bicycle Facilities and Enhancement Design.

Design work must be completed within nine months from notice to proceed (August 6, 2026) through April 2027, with construction administration lasting approximately six months. Total agreement duration is August 2026 through September 2027. Compensation is based on Actual Cost Plus Net Fee with an upset maximum or Lump Sum Fee, with the consultant providing detailed fee breakdowns including hours, rates, and overhead percentages. Funding is provided through ODOT Safe Routes to School program funds combined with local funds. Phase 1 evaluation assesses management approach (20 points), technical approach (30 points), CSB participation (10 points), firm experience (15 points), responsiveness (10 points), and personnel experience (15 points); Phase 2 evaluates fee on a pass/fail basis. An addendum with all questions and answers will be posted by July 22, 2026. No pre-proposal meeting is scheduled.
