About this opportunity
The State of Maine Department of Transportation, through the Office of State Procurement Services, is issuing a Request for Quotation (RFQ) for the procurement of eighty-two (82) portable, post-mounted dynamic speed feedback signs. The signs must be equipped with radar technology, display boards, power systems, and controller assemblies capable of operating year-round in temperatures ranging from -20°F to 120°F, displaying vehicle speeds and "Slow Down" messages while logging speed and time data accessible via external devices. Each unit must be deployable by a single person and meet Maine Department of Transportation standards, AASHTO, ASTM, AREMA, MUTCD, and ADA requirements, with display specifications not exceeding 30 inches horizontal and 36 inches vertical. Battery systems must operate for 168 hours under normal conditions at 6,000 annual average daily traffic without recharging, recharge fully within one hour via 120-volt AC power with ten wall chargers provided, and include solar charging capability. All equipment shall include an eighteen-month warranty on parts and labor (or manufacturer's standard warranty, whichever is greater), technical phone support for eight hours on workdays, on-site support during initial installation, and one year of telephone support following acceptance. Quotations are due by 4:00 p.m. EST on April 22, 2026, with delivery required to the MaineDOT Sign Shop at 66 Industrial Drive in Augusta, Maine, during Monday through Thursday business hours (7:00 a.m. to 3:30 p.m.), and bidders must provide at least one sample unit for thirty days of testing at the bidder's expense.
This procurement is subject to federal compliance requirements applicable to Federal Highway Administration-funded projects, including Federal Boilerplate provisions establishing mandatory certifications regarding debarment status, non-collusion, kickback prevention, and lobbying compliance, as well as prevailing wage compliance under Davis-Bacon provisions, affirmative action requirements with employment goals of 6.9% women and 0.5-0.8% minorities, and Title VI civil rights non-discrimination assurances prohibiting discrimination based on race, color, or national origin. Pricing must be quoted on a Free on Board (FOB) Destination basis, inclusive of all shipping charges, with unit prices entered through the State's electronic procurement system (Vendor Self Service); payment will be made on a net 30 basis upon receipt of itemized invoices referencing the State contract number and delivery dates. MaineDOT reserves the right to award to one or multiple bidders or make no award, and the State reserves the right to negotiate the purchase of additional units at the bid price for six months following award. The contract will be executed as a Buyer Purchase Order with no specified renewal options. While no specific budget range is detailed in the RFQ, all procurement activities must comply with applicable federal and state procurement regulations, and the State is exempt from federal, state, and local taxes.
