About this file

This is a Title VI Federal Highway Administration (FHWA) Assurance package document supporting a Request for Quotation issued by the State of Maine Department of Transportation, Office of State Procurement Services. The procurement seeks eighty-two (82) portable, post-mounted dynamic speed feedback signs equipped with radar technology, display boards, power systems, and controller assemblies capable of year-round operation in temperatures ranging from -20°F to 120°F. Each unit must be deployable by a single person, meet Maine DOT standards and applicable federal requirements including AASHTO, ASTM, AREMA, MUTCD, and ADA specifications, with displays not exceeding 30 inches horizontal by 36 inches vertical. Battery systems must operate for 168 hours under normal conditions at 6,000 annual average daily traffic without recharging, achieve full recharge within one hour via 120-volt AC power, and include solar charging capability. Quotations are due by 4:00 p.m. EST on April 22, 2026, with delivery required to MaineDOT Sign Shop at 66 Industrial Drive in Augusta, Maine, during Monday through Thursday business hours (7:00 a.m. to 3:30 p.m.). Bidders must provide at least one sample unit for thirty days of testing at their own expense. The contract will be executed as a Buyer Purchase Order with no renewal options.

All equipment must include an eighteen-month warranty on parts and labor (or manufacturer's standard warranty, whichever is greater), technical phone support for eight hours on workdays, on-site support during initial installation, and one year of telephone support following acceptance. Quotations must be submitted on a Free on Board (FOB) Destination basis, inclusive of all shipping charges, with unit prices entered through the State's electronic procurement system (Vendor Self Service). Payment will be made on a net 30 basis upon receipt of itemized invoices referencing the State contract number and delivery dates. This procurement is subject to federal compliance requirements applicable to FHWA-funded projects, including mandatory certifications regarding debarment status, non-collusion, kickback prevention, and lobbying compliance, as well as prevailing wage compliance under Davis-Bacon provisions. Affirmative action requirements establish employment goals of 6.9% women and 0.5-0.8% minorities. Title VI civil rights non-discrimination assurances prohibit discrimination based on race, color, or national origin. MaineDOT reserves the right to award to one or multiple bidders, make no award, or negotiate the purchase of additional units at the bid price for six months following award. The State is exempt from federal, state, and local taxes.
