About this opportunity

The South Dakota Department of Transportation (SDDOT) is seeking qualified vendors to execute a Dynamic Message Sign (DMS) Retrofit project through RFP Number 24RFP10997. The procurement involves furnishing, installing, and operationally deploying replacement display and control electronics for thirty existing permanent dynamic message signs located along Interstate highways I-29 and I-90, as well as installing one new DMS along westbound I-90 near Whitewood, SD. Proposers must demonstrate extensive experience, technical knowledge, and capability to handle complex sign infrastructure upgrades, including retrofitting display panels, controllers, and environmental control systems. The project requires full compliance with technical specifications, NTCIP standards, and comprehensive documentation of proposed solutions. Evaluation criteria will likely focus on vendor qualifications, technical approach, project understanding, and pricing competitiveness. Key procurement dates include a proposal submission deadline of August 2, 2024, at 2:00 PM CDT, with all project work mandated for completion by November 1, 2025. Vendors must submit inquiries via email to dave.huft@state.sd.us with specific subject line requirements, and unauthorized contact may result in proposal disqualification.

The SDDOT has established a Disadvantaged Business Enterprise (DBE) participation goal for this procurement, indicating potential set-aside or preferential considerations for qualifying businesses. While no incumbent vendor is explicitly mentioned, the RFP indicates an existing infrastructure of thirty permanent dynamic message signs that will require comprehensive retrofit. The project involves integrating new display and control electronics with existing communication mediums and infrastructure along interstate highways. A contract performance bond will be required upon contract execution, and the successful vendor will be responsible for equipment disposal. Although specific budget ranges are not detailed in the provided documents, the complexity of retrofitting thirty signs and installing a new DMS suggests a significant investment. The procurement also includes a warranty period of at least two years following SDDOT's final acceptance of installations, and vendors must demonstrate capability to meet stringent technical and operational requirements for intelligent transportation system upgrades.
