About this file

This document is a Response to Offeror Questions related to RFP Number 24RFP10997 issued by the South Dakota Department of Transportation (SDDOT) for an Intelligent Transportation Systems Program. SDDOT is seeking vendors to furnish, install, and deploy replacement display and control electronics for 30 existing permanent dynamic message signs (DMS) located along Interstate highways I-29 and I-90, as well as provide one new DMS along westbound I-90 near Whitewood, SD. The RFP provides details on the existing sign infrastructure, including communication mediums, camera presence, and installation dates. It also addresses questions from potential vendors regarding site access, equipment, warranties, and timelines, with responses from SDDOT. The project is scheduled for a letting in late fall of 2024, with the work to be completed by November 1, 2025.

Regarding pricing and terms, the RFP specifies that a contract performance bond will be required upon contract execution, and that the contractor will be responsible for disposing of any discarded equipment. SDDOT does not intend to retain the existing signs. The RFP also provides details on the procurement process, including restrictions on vendor contact and the process for submitting inquiries.

RFP Number 24RFP10997 Questions and Answers as of July 26, 2024

SDDOT Intelligent Transportation Systems Program Page 1 of 2

1. What SDDOT equipment is located in sign cabinets? SDDOT has a small Fortinet firewall device and a cellular or other modem for communication. Some signs have an externally mounted CCTV camera connected to a small Power Over Ethernet module mounted in the sign. Some signs have antennas, either cellular or spread spectrum radio, mounted on the cabinet.

2. What sites have ground mounted cabinets? None of the signs have ground cabinets. The VF-1000-27x90-18A units installed in 2005 have an Auxiliary Control Panel mounted near the bottom of the pole.

3. Is the warranty parts only or does it include labor to replace parts in the field? The warranty is to include parts and labor.

4. Are lane or shoulder closures required during work on sign? The contractor must provide traffic control in accordance with the drawings provided in the RFP, appropriate to the Contractor’s need to position equipment, material, and workers. Any encroachment into or over the traffic lane requires a lane closure.

SDDOT prefers minimal disruption to traffic, which favors working from the shoulder and ditch.

5. Can work be done in the ditch without a closure? The work may be done in the ditch without a closure, provided there is no contractor presence (equipment, material, or workers) on or over the shoulder or travel lanes. However, the edge slope of the highway embankment may be too steep at some locations to provide adequate, safe space to perform the needed work.

6. What is the location for the sign controller after the retrofit? Will an ACP required? The controller may be placed inside the sign. No Auxiliary Control Panel is required.

7. Will a UPS for the controller be part of the retrofit? No

8. Would a new direct replacement display be accepted in place of a retrofit package? A new direct replacement display would be acceptable if cabinet specifications are acceptable to SDDOT. The proposer should supply relevant cabinet specifications that address mechanical and electrical specifications not listed in the RFP.

9. Components mounted in/on the display itself or that cable pathways run through are the responsibility of the contractor to remove/reconnect, are there any restrictions or requirements around downtime of those devices? The components include a CCTV camera (not all signs) and communication devices (modems and firewalls) that serve both the sign and the camera. A short-term (a few days) outage is acceptable. Please note requirement listed in the RFP that signs must be operational during the Sturgis Rally period.

10. If components are mounted to the structure and cabling does not pass through the display, those components will remain intact and will not be the responsibility of the contractor unless damage occurs during the installation. In the event of damage would the state be able to provide purchasing guidance on replacements, or is there a list available to the contractors? SDDOT will be able to provide a parts list.

11. The Contractor will renovate the sign in the Brookings maintenance yard and ready it for placement by another contractor at a new location along Interstate 29. Has a contractor been selected and is there a timeline established for this work? This project is scheduled for a letting in the late fall of 2024. No contractor is selected yet. The work must be done by November 1, 2025.

12. Is there something I can use to reference mile markers for each digital sign that is currently on the interstate? I need to see how many miles we will be traveling. Appendix A of the RFP lists the Mileage Reference Markers, as well as latitude and longitude, of each sign. The US16B sign is just off I-90 Exit 61 at Rapid City.

13. Are there any drawings or dimensions known on the base provided by the state on the new Whitewood sign?

The foundations are typically 54” or 60” diameter reinforced concrete drilled shafts. Bolt placement can be tailored to match the pole the contractor provides.

14. Is there a list of the signs installed in 2005 and which ones were installed in 2001? Appendix A of the RFP identifies the installation date of each sign.

15. Is there a list of which signs have the antennas and which ones have cameras installed on them? Some of the signs have fiber connections is it known which ones they are? The following table lists the communications medium and camera presence at each sign.

This is a new installation.

No sign exists here now.

Yes

16. I did not see any reference to what is to be done with the old signs. Would that be on the contractor to dispose or would the DOT like to keep them? SDDOT does not want to keep the signs. The contractor will be responsible for disposing of discarded parts and materials.

17. Will there be a performance bond for this project? As required by South Dakota Codified Law 31-23-1, when the contract is executed the Contractor must furnish a contract performance bond in an amount equal to the total contract amount. The performance bond must remain in effect no less than 1 year after SDDOT's letter of final project acceptance. If the Contractor's bonding company becomes insolvent or is declared bankrupt, SDDOT will require the Contractor to furnish a new contract performance bond.
