About this opportunity
The City of Waco, Texas, is seeking proposals for dyed diesel fuel deliveries through RFP 2025-086, targeting multiple municipal departments. The procurement seeks approximately 113,476 gallons of dyed diesel fuel meeting ASTM D975 specifications (S15, No. 2D, Ultra Low Sulfur) to be delivered to two specific locations: Public Works Solid Waste Division in Woodway and a facility in Axtell, Texas. Deliveries must be completed within eight hours of notification, seven days per week including holidays, with vendors required to submit three independent product tests per twelve-month period. Bidders can choose between rack-plus pricing based on daily terminal pricing or firm pricing fixed for the entire contract term. The evaluation criteria include price (40 points), supply adequacy (15 points), prior experience (10 points), delivery capability (10 points), emergency delivery capacity (10 points), and fuel measurement processes (15 points). Key dates include a January 12, 2026 RFP issuance, a February 2, 2026 deadline for questions, and proposal submissions due by 2:00 PM on February 11, 2026, with evaluation occurring from February 11-13, 2026 and a tentative award date of February 23, 2026.
The contract will have a 24-month initial term commencing April 6, 2026, with three optional one-year renewal periods. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. Vendors must provide substantial insurance coverage, including $1,000,000 commercial general liability, $2,000,000 business automobile liability, and statutory workers' compensation rates. A bid bond or certified check for 5% of the submission is required, and the City is exempt from state and federal sales taxes. The contract value exceeds $100,000, requiring City Council approval, and bidders must submit proposals through the City's Bonfire electronic portal or deliver them in person to Purchasing Services. While no incumbent vendor is identified, the City reserves the right to reject any bid and is not obligated to accept the lowest-priced response, instead focusing on selecting the most qualified contractor that best meets the city's needs. The total annual fuel usage is estimated at 70,000 gallons for firm pricing scenarios, suggesting a potential contract value in the range of $250,000 to $350,000 depending on current diesel fuel prices.
