About this opportunity

The California Department of General Services, Executive Office of Sustainability, is soliciting sealed bids on behalf of the California Department of Water Resources for electric vehicle supply equipment installation at the Chrisman Pumping Plant in Kern County, with bids due July 28, 2026 at 2:00 p.m. and a mandatory virtual pre-bid site inspection on July 14, 2026 at 1:00 p.m. via Microsoft Teams. The project is limited to Small Business (SB) firms certified through DGS, including Small Business for the Purpose of Public Works (SB-PW) and Micro Businesses (MB) — a restrictive set-aside that filters all eligible bidders.

The scope comprises labor, materials, and services to install and electrically connect Level 2 non-networked dual-port pedestal chargers with 18-foot minimum cable length, compliant with UL 2594, UL 223, UL 50E, NFPA 70, and FCC EMI standards. Chargers must feature SAE J1772-compliant connectors, operate within 208–240 voltage range with maximum 7.2 KW output, and be compatible with 40AMP circuit breakers, anchored with Hilti KB-TZ2 stainless steel bolts or approved equivalents. The contractor is responsible for all final terminations, splicing, saw cutting, trenching, backfilling, site restoration, ADA-accessible port installation, and bollard installation where required. All work requires testing and restoration to original condition.

Contractors must hold a valid California Contractors' State License Classification C-10 and be registered with the Department of Industrial Relations. Bids are lump-sum and subject to California prevailing wage rates current as of February 2026. Performance and payment bonds, each equal to 100 percent of contract price, and certificates of insurance are required. A five percent small business preference applies to certified SB bidders; a non-small business preference applies to bidders committing to subcontract at least 25 percent of net bid price to California certified small businesses and/or microbusinesses. DVBE participation is set at zero percent; participation above the requirement is encouraged and qualifies for incentive consideration. Work is subject to Department of Industrial Relations monitoring and enforcement. Award is anticipated within 30 days of bid opening to the lowest responsible bidder, subject to fund availability. Bidders must comply with Executive Order N-6-22 on Russian sanctions and notify the State if generative artificial intelligence is used in deliverables or performance. Addendum No. 1, issued June 10, 2026, transferred responsibility for charger provision and commissioning to the awarded contractor.
