About this opportunity

The Ohio Department of Veterans Services (DVS) is seeking a contractor to provide cleaning and housekeeping chemicals with associated dispensing equipment for two veterans' home facilities located in Sandusky and Georgetown, Ohio. The procurement is a requirements contract (ITB023942) that mandates weekly service visits to stock janitorial closets and kitchens, with mandatory equipment checks for proper product dilution. Specific deliverables include providing brand-specific cleaning products, installing dispensing equipment at no additional cost, and maintaining an inventory management system. The contract will run from March 1, 2025, to February 29, 2028, with potential renewals up to 36 additional months. Mandatory site visits are scheduled for January 7, 2025, at 10:00 a.m. for the Sandusky location and January 10, 2025, at 10:00 a.m. for the Georgetown location, with prior registration required by January 3, 2025. The contract will be awarded to the lowest responsive and responsible bidder based on low lot total by location, with pricing remaining firm for the first 12 months and potential price adjustments thereafter with appropriate documentation.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract requires the successful vendor to provide exact brand and model products, primarily from State Industrial Products' Ecolution line, with no alternative brands permitted. The estimated contract value is not explicitly stated, but the procurement includes 20 specific cleaning and maintenance product items ranging from carpet cleaners to specialized dispensing systems. Contractors must be prepared to deliver supplies within 15 days of order receipt and conduct monthly disinfectant level checks at both facilities. Product samples may be required within seven days of notification for evaluation purposes. While estimated annual usage quantities are provided in the bid documents, the state makes no guarantees regarding purchase volumes. Interested vendors must contact Brian Browder at brian.browder@das.ohio.gov by January 3, 2025, to arrange facility access and site visit authorization.
