About this opportunity

The Maryland Department of Veterans & Military Families is soliciting proposals for comprehensive executive recruitment services to fill the Director position at Charlotte Hall Veterans Home under small procurement DVMF-HQ-SEC27-RECRUITMENT, with proposals due July 27, 2026 at 12:00 noon EDT. Amendment Number One extended the closing date from July 20 and extended the contract term from six months to twelve months; proposers must acknowledge receipt of the amendment with their submission, and any proposals submitted in round one must be resubmitted in round two for evaluation consideration.

Minimum qualifications require three years of experience providing executive search and recruitment services under the proposer's current business name, with demonstrated successful placement of executive-level healthcare leaders, nationwide search capability, recruiting experience for government agencies or long-term care organizations, ability to conduct background investigations, and compliance capability with federal and state employment laws. Bidders must provide state licenses (if required by applicable law), current insurance certificates, and three or more references from the past three years. Prime contractors and identified subcontractors may collectively satisfy qualifications and experience requirements, with the prime remaining solely responsible for all contract performance.

Proposers must submit two separately labeled volumes: a Technical Proposal covering firm qualifications, understanding of project scope, recruitment methodology, project schedule, key personnel, relevant experience, and references; and a Financial Proposal with fixed fee, detailed fee schedule, hourly rates, travel costs, advertising costs, background investigation costs, and reimbursable expenses. All recruitment materials and background investigations must be included in the fixed price unless identified as reimbursable. The scope includes developing a candidate profile collaboratively with DVMF staff, preparing recruitment materials subject to DVMF approval, presenting five to seven semi-finalists and three to five finalists, and conducting replacement searches at no additional fee if no finalist is selected or if the hired candidate resigns or is terminated within twelve months.

Evaluation criteria are Technical Approach and Recruitment Methodology (30%), Executive Search Experience and Qualifications (25%), Relevant Experience Recruiting Healthcare or Government Executives (20%), Project Team Qualifications (10%), and Cost Proposal (15%). Contract insurance requirements include Commercial General Liability ($1 million each occurrence, $2 million aggregate), Workers' Compensation, and $2 million Umbrella coverage. Payment is due within 30 days of invoice. Questions were due July 17, 2026. Submission is via the eMaryland Marketplace platform. A completed Conflict-of-Interest Affidavit and Amendment Acknowledgement Form must accompany the proposal.
