About this file

This is Addendum Number One to a recruitment solicitation issued by the Maryland Department of Veterans & Military Families (DVMF) dated July 20, 2026. The addendum addresses prospective proposer questions and clarifications regarding an executive search recruitment contract for a Director position. The contract scope requires the successful offeror to develop a candidate profile collaboratively with DVMF executive staff during a kickoff meeting, prepare a professional recruitment profile and position announcement based on solicitation requirements, and present approximately five to seven qualified semi-finalists and three to five finalists. The original contract term was six months; however, the addendum modifies the performance period to twelve months to encompass the contract term plus a twelve-month search guarantee. Section 10.1 of the solicitation provides the baseline position description, and the contractor is expected to prepare recruitment materials subject to DVMF review and approval prior to publication. All recruitment materials, including background investigations, must be included within the proposed fixed price unless otherwise identified as a reimbursable expense.

The addendum clarifies that insurance requirements apply to the contractor performing services, not the individual ultimately hired by DVMF, and coverage must be maintained throughout the performance period. Current certificates of insurance must be submitted with proposals for verification purposes only, with required coverage to be provided within five business days after notification of intent to award. Proposers may satisfy minimum qualifications, relevant experience, and references collectively through a prime contractor and identified subcontractor(s), provided the proposal clearly delineates each firm's role; however, the prime contractor remains solely responsible for all contract performance and obligations. Professional recruiting licenses are only required if applicable to the services and mandated by federal, state, or local law. Offerors must acknowledge receipt of this addendum by completing and returning the enclosed acknowledgement form with their proposal.

Question/Issue DVMF Response/Modification

1 Scope Question Candidate Profile Deliverable - Section X, Scope of Services, references the development of a “candidate profile” during the kickoff meeting. Please confirm whether the Department has an existing candidate profile, position competency model, or similar document that can be shared, or whether the Contractor is expected to develop this from scratch in collaboration with DVMF executive staff during kickoff.

The DVMF has provided a position description in section

10.1 of the solicitation.

We will provide the successful Offeror with available background information, and organizational information. The candidate profile is a required contract deliverable and shall be developed collaboratively by the Contractor and DVMF executive staff during the kickoff meeting.

The Contractor is expected to use its professional expertise to facilitate the development of the candidate profile and produce the final document for DVMF review and approval.

1 Scope Question Relationship Between Sections X and 10.1 - Section X (Scope of Work) and Section 10.1 (Position Description) both describe the Director role and related responsibilities.

Please confirm whether Section 10.1 is intended to serve as the base position announcement/job posting content for the search, or whether the Contractor is expected to draft an independent position announcement based on the full solicitation.

Section 10.1 provides the baseline description of the position and responsibilities. The successful Offeror shall prepare a professional recruitment profile and position announcement suitable for executive recruitment based on the requirements contained in the solicitation and information obtained during the kickoff meeting. All recruitment materials shall be subject to DVMF review and approval prior to publication.

1 Scope Question The contract term is six months, but there is a twelve-month search guarantee. Should the contract cover the final six months which includes the guarantee term?

The contract performance period will be amended to (12) months.

1 Scope Question Is the insurance required since the candidate will become a DVMF employee and not a vendor employee?

Yes. The insurance requirements apply to the Contractor performing services under the contract, not to the individual ultimately hired by DVMF. The successful Offeror must maintain the insurance required by the solicitation throughout the period of contract performance.

1 Scope Question May the minimum qualifications and three references be satisfied collectively by the prime contractor and named subcontractor?

Yes. The DVMF will consider the combined qualifications, relevant experience, and references of the prime contractor and any identified subcontractor(s) proposed to perform the executive search services, provided the proposal clearly identifies each firm's role and demonstrates that the solicitation's minimum qualifications are collectively satisfied.

The prime contractor remains solely responsible for contract performance and all contractual obligations.

Scope Question Does the State expect the prime contractor alone to demonstrate successful healthcare executive placements?

No. The DVMF will evaluate the qualifications and relevant experience of the proposed team.

Successful healthcare executive placement experience may be demonstrated through the combined experience of the prime contractor and identified subcontractor(s), provided the proposal clearly identifies the entity responsible for performing the executive search services.

1 Scope Question Are the insurance limits required at proposal submission or only within five days after award?

Offerors are required to submit their current certificates of insurance with their proposals for verification purposes only. Please do not update coverages. The apparent successful Offeror shall provide evidence of the required insurance coverage within the timeframe specified in the solicitation, generally within five

(5) business days after notification of intent to award or as otherwise directed by the Procurement Officer.

The required insurance coverage must remain in effect throughout contract performance.

1 Scope Question Are electronic copies of licenses required when no professional recruiting license applies?

No. Offerors should submit copies only of licenses that are applicable to the services being provided and are required by federal, state, or local law. If no professional recruiting license is applicable, the Offeror should indicate that no such license is required.

1 Scope Question Should background investigation expenses be included in the fixed fee or separately priced as unit costs?

Unless otherwise identified as a reimbursable expense in the solicitation, Offerors shall include all costs necessary to perform the required services, including any background investigations required under the Scope of Work, within their proposed fixed price.

1 Scope Question Does "sufficient number of qualified candidates" create obligations beyond the stated five-to-seven semi-finalists and three-to-five finalists?

No. DVMF’s expectation is that the Contractor will present approximately five (5) to seven (7) qualified semi-finalists and three

(3) to five (5) finalists, consistent with the solicitation. If market conditions make those numbers impracticable, the Contractor shall promptly notify the DVMF and provide supporting documentation regarding recruitment efforts. The DVMF reserves the right to determine whether an adequate candidate pool has been presented.

1 Scope Question May an Offeror demonstrate the minimum qualifications and relevant experience through the combined qualifications, past performance, and references of the prime contractor and an identified executive-search subcontractor, provided the prime contractor remains fully responsible for contract performance?

Yes. DVMF will consider the combined qualifications, relevant experience, past performance, and references of the prime contractor and any identified subcontractor(s), provided the proposal clearly identifies the responsibilities of each entity and demonstrates that the solicitation's minimum qualifications are met.

The prime contractor remains fully responsible for all contract performance and compliance with the resulting contract.
