About this opportunity

The Maryland Department of Veterans & Military Families is soliciting sealed bids for land clearing services at Cheltenham State Veterans Cemetery via Small Business Reserve procurement, with bids due June 25, 2026 at 12:00 p.m. EDT and a mandatory site visit scheduled June 9–11, 2026.

This is a Small Business Reserve (SBR) procurement limited to certified small businesses meeting Maryland statutory requirements. Bidders must demonstrate three years of experience under their current business name and provide proof of state licensing, current certificates of insurance, and three references.

The scope covers ten acres of clearing, leveling, mulching, and seeding at 11301 Crain Highway, Cheltenham, Maryland 20623. Work includes removal of brush, undergrowth, vines, saplings, debris, and fallen trees; grinding and mulching of woody vegetation; grading and leveling to provide a smooth surface suitable for cemetery expansion; site preparation for seeding; and application of grass seed and erosion-control mulch. The contractor must provide all labor, equipment, materials, supervision, transportation, and disposal services while maintaining strict adherence to safety regulations, environmental requirements, and National Cemetery Administration operational standards, with coordination with the Cemetery Superintendent to avoid disruption to funeral services.

The contract term is one year from final execution with no option periods. No total contract amount is specified; pricing is established by bidder submission on the bid form. Payment is made within 30 days of receipt of proper invoices to the Cemetery Superintendent following completion of services.

Questions are due June 15, 2026 at 12:00 p.m. EDT. Bids must be submitted via eMaryland Marketplace (eMMA) with completed bid forms, current certificates of insurance, Maryland licenses, acknowledgments of amendments, and a signed Conflict of Interest Affidavit. The State reserves the right to reduce invoices for non-performance or failure to meet standards following a progressive notification process.
