Bidders are required to provide detailed company information, references, and certifications, including a valid California State Contractor's License.
The County offers preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), potentially providing a 5% bid price reduction for certified businesses. The contract will have a five-year term with an aggregate contract amount not exceeding $500,000, and includes provisions for cooperative purchasing that may allow other government entities to utilize the contract. Pricing increases are prohibited during the first contract year, and any subsequent adjustments require documented proof of cost increases with a minimum of 180 days' advance notice. The County reserves the right to make multiple awards, negotiate contract terms, and obtain supplemental proposals from alternate sources to ensure competitive pricing. Bidders must also provide a Labor and Material Payment Bond and a Performance Bond to guarantee contract fulfillment. The procurement covers two specific products with unit pricing for full truck loads (4,800 gallons) and less-than-full truck loads, with a focus on environmentally friendly dust control and soil stabilization solutions.
