About this opportunity

The City of Philadelphia is requesting bids on Dumor benches and plaques under a micro-purchase requirements contract, with bids due May 11, 2026. The contract will be awarded as a whole to the lowest responsive and responsible bidder; sellers must quote all items to be eligible.

Philadelphia has not imposed a set-aside or preference restriction, though submission of an LGBTQ Applicant Opportunity Data Form is voluntary and does not affect bid eligibility or award consideration. Local Business Entity (LBE) certification status is requested for evaluation purposes. Bidders may hold certifications through the National LGBT Chamber of Commerce (NGLCC), the Philadelphia Independence Business Alliance (IBA), the Eastern Minority Supplier Development Council (ESMDC), the Pennsylvania Unified Certification Program (PAUCP), or the Women's Business Enterprise National Council (WBENC).

The scope includes Dumor 6 cast benches and plaques per detailed engineering specifications and dimensional drawings provided in the contract documents. DuMor, Inc. has authorized General Recreation, Inc. as the exclusive sales representative for DuMor products in Delaware, New Jersey, and five Pennsylvania counties including Philadelphia, Bucks, Chester, Delaware, and Montgomery. General Recreation is located at 25 Reese Ave., Newtown Square, PA 19073.

The micro-purchase ceiling is $43,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 to the most recently published figure, rounded to the nearest $1,000. The contract term is 365 days from the effective date, with no automatic renewal. Prices must be net and exclusive of taxes. Payment is contingent upon delivery, City approval, and submission of invoices and supporting documentation, made through electronic deposit.

Bidders must submit an executed Consent and Authorization Agreement through the PHLContracts platform prior to bid closing and must address all red validation warnings before submission. Questions may be directed to Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
