About this opportunity

The Commonwealth of Virginia Department of Veterans Services is requesting unsealed bids on fire and security alarm services for the Southwest Virginia Veterans Cemetery in Dublin, Virginia under UIFB QQ126862-1, with bids due September 25, 2026 at 5:00 PM EST and a mandatory site visit required before bidding.

The solicitation carries a DSBSD-certified micro-business or small-business set-aside — award priority is given to DSBSD-certified vendors if bids meeting specified criteria are received; otherwise, the contract is awarded to the lowest responsive and responsible bidder of any size.

The scope covers fire and security monitoring, service call labor, annual routine inspections of emergency lights, signs, and security alarm systems, and replacement of obsolete or defective equipment at the Administrative Building and Maintenance Shop Building. All installations and service visits must be coordinated during standard business hours (9:00 AM to 5:00 PM, Monday through Friday). The site address is 5550 Bagging Plant Road, Dublin, VA 24084.

The contract term is one year with four optional one-year renewals. Price increases on renewals are limited to the percentage change in the "Other Services" category of the Consumer Price Index for the preceding twelve-month period. Bidders must provide pricing for four line items: annual fire and security monitoring service cost per year, service call labor cost per hour, annual routine inspection cost per visit, and total cost to replace obsolete or incompatible equipment. All pricing must be submitted electronically through the eVA portal, with prior eVA registration required.

The contractor must maintain workers' compensation insurance, employer's liability coverage of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 in aggregate, and automobile liability of $1,000,000 per occurrence if applicable. Vendor transaction fees of one percent, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses, will be assessed per purchase order.

A mandatory site visit must be scheduled in advance with Cemetery Superintendent Travis Graham at 804-240-4920. Written questions are due September 22, 2026 at 5:00 PM to Amanda Polk, Procurement Officer II, at amanda.polk@dvs.virginia.gov.
