About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet, on behalf of the Energy and Environment Cabinet's Division for Air Quality, is procuring one unit of a Dual Channel Canister and Carbonyl Sampler, specifically an ATEC Model 2200-2 or equivalent air quality monitoring equipment. The sampler must be a microprocessor-controlled device with dual-channel capability featuring two independent canister channels with flow rates of 0-10 cc/min and two independent carbonyl channels with flow rates of 0-2 liters/min, along with electronic mass flow controllers, touch screen display, sub-ambient sampling capability, manual and automatic leak checking, programmable sampling intervals from 1-24 hours, and a temperature-controlled ozone scrubber. The equipment must operate on 115 VAC, 60 Hz input and include complete instruction and maintenance manuals with technical and service notes, as well as a minimum one-year parts and labor warranty with no additional cost. The solicitation requires vendors to submit bids electronically through the Commonwealth eProcurement system, with written questions due by March 5, 2026 at 12:00 p.m. and the Commonwealth's response by March 10, 2026. Bid closing is scheduled for March 18, 2026 at 1:30 p.m., with award determination using a best value ranking approach allocating 100 total points across Price (90 points), Delivery (5 points), and Warranty (5 points). Upon receipt, the sampler will undergo a 90-day performance evaluation at the Division for Air Quality's certification laboratory, including leak, pressure, and flow checks; any equipment failing to meet performance specifications will be returned to the vendor at their expense for repairs or refund.

This is a one-time purchase contract with no renewal options; however, award may be extended to other state agencies by mutual consent. Kentucky resident bidders are eligible to receive reciprocal preference, and qualified small businesses including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofits serving individuals with disabilities may receive preference equal to 20 or 15 percent of maximum points. All vendors must comply with Commonwealth information technology policies, obtain Kentucky Tax Registration, and submit a Required Affidavit attesting under penalty of perjury that they have not knowingly violated campaign finance laws of the Commonwealth of Kentucky; this affidavit is effective for one year from execution date. Prior to contract award, vendors must provide proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes. No specific budget range or award value is listed in the solicitation documents.
