About this file

This is a Request for Bids (RFB) issued by the Commonwealth of Kentucky's Division for Air Quality for the procurement of Dual Channel Canister and Carbonyl Samplers. The solicitation, numbered RFB 758 2600000427, was issued on February 27, 2026, with a closing date of March 18, 2026, at 1:30 PM. The solicitation requests one unit of an ATEC Model 2200-2 air quality monitoring sampler or equivalent. The sampler must be microprocessor controlled with an interactive touch screen display, capable of dual-channel operation with two independent canister channels and two independent carbonyl channels with electronic mass flow controllers. Canister channel specifications include sub-ambient sampling capability, flow rates of 0-10 cc/min adjustable in 0.1 cc/min increments with ±1% full-scale accuracy, manual and automatic leak checking, and programmable sampling intervals from 1-24 hours. Carbonyl channel specifications include flow rates of 0-2 liters/min adjustable in 0.1 liter/min increments with ±1% full-scale accuracy, a temperature-controlled ozone scrubber, and a filter between the sample cartridge and mass flow controller inlet. The equipment will be shipped to the Division for Air Quality at 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601.

The vendor must provide complete instruction and maintenance manuals with technical and service notes and offer a minimum one-year parts and labor warranty. Upon receipt, the samplers will undergo a 90-day performance evaluation at the Division for Air Quality's certification laboratory, which will include leak, pressure, and flow checks under normal operating conditions. Any sampler failing to meet stated performance specifications during evaluation will be returned to the vendor for repairs at the vendor's expense, including shipping costs. Failure of multiple samplers may result in contract termination and return of all equipment to the vendor at their expense for a full refund. The Finance and Administration Cabinet retains the right to deem vendors ineligible from further participation if they fail to comply with solicitation provisions and terms and conditions outlined in Attachment A. For additional information, interested parties should contact Tierra Johnson at 502-782-3376.

Extended Description Carbonyl/Volatile Organic Compound Toxic Air Sampler that includes: ATEC Model 2200-2 or equivalent.

Sampler must operate on an input voltage of 115 VAC, 60 Hz and must be microprocessor controlled with interactive touch screen display. The screen display shall provide flexible scheduling, error checking, and data logging capabilities. Specifically, initial and final canister pressure readings.

Toxic air sampler with dual channels (2 independent canister channels and 2 independent carbonyl channels) with independent electronic mass flow controllers per channel for collocated canister and carbonyl simultaneous sampling.

Software calibration of mass flow controllers and pressure transducers.

Programmable sampling start time for sample interval from 1 - 24 hour.

Specifications for the canister channel are:

. Must be capable of sub-ambient sampling.

. 2 independent channels.

. Manual and automatic leak checking capability.

. Canister flow rate shall be 0-10 cc/min adjustable in 0.1 cc/min increments. Accuracy +/- 1% FS.

. Programmable purge of entire sample path prior to sampling.

Specifications for the cartridge channel are:

. The sampler shall include a filter between the sample cartridge and the inlet of mass flow controller.

. 2 independent channels.

. Cartridge flow rate shall be 0-2 liter/min adjustable in 0.1 liter/min increments. Accuracy +/- 1% FS.

. Temperature controlled ozone scrubber for carbonyl sampling.

Complete instruction and maintenance manuals (with technical and service notes) shall be provided.

A minimum of 1-year parts and labor warranty.

Upon receipt of the samplers, they will undergo a 90-day performance evaluation at the Division for Air Quality's certification lab. This performance evaluation shall consist of leak, pressure, and flow checks (including any other monitor specifications) while operating the samplers under normal operating conditions. Failure of a sampler to meet stated performance specifications during this test will result in return of the samplers to the vendor for repairs at the vendor's expense, including shipping. Failure of multiple samplers during this test may result in termination of the contract and return of the samplers to the vendor at their expense (including shipping) for a full refund.
