About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for masonry repairs to the George W. Romney Building in downtown Lansing, with proposals due August 3, 2026 and a mandatory pre-proposal meeting on July 23. This is a request for proposal (RFP 260000002353) — not a lowest-price-wins format — with technical evaluation weighted across Schedule A sections and price evaluation limited to proposals scoring 80 or more points.
The scope addresses rainwater infiltration above the 12th floor of this thirteen-story state office building at 111 S. Capitol Avenue by restoring brick bow-out conditions, replacing rusted lintels on 12 upper windows, repairing broken and deteriorated brick, replacing failed caulk and mortar, installing penthouse flashing, and performing tuckpointing on defective exterior mortar joints. All work must achieve service life exceeding 15 years and comply with generally accepted industry standards. The contractor must obtain owner pre-approval for mortar and brick selections, estimate water and power requirements, describe roof protection measures, and provide a final project plan within 30 calendar days of effective date, including organizational chart with assigned personnel and detailed project breakdown. All work must be completed within 90 business days of receipt of order.
The contractor must comply with Michigan prevailing wage requirements, appoint a dedicated Program Manager for State accounts, provide at least seven calendar days' notice before removing or reassigning personnel, and maintain Commercial General Liability insurance with minimum coverage of $2 million for General Aggregate Limit and Products/Completed Operations Aggregate Limit, $1 million for Each Occurrence and Personal & Advertising Injury Limits, with the State named as additional insured. Pricing is firm for the entire contract term with adjustments permitted only for documented changes in actual contractor costs, subject to 30-day review periods and mutual negotiation.
Questions are due July 24, 2026 at 5:00 p.m., with answers posted by July 28. The State reserves the right to negotiate pricing, terms, and deliverables with one or more bidders. Contracts valued at $250,000 or more require State Administrative Board approval.
