About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish and Wildlife Resources, issued Request for Quote (RFQ) 758 2100000040 for the procurement of dry suits and adjustable neoprene neck seals. The solicitation seeks ten dry suits in specified sizes (five large, two extra-large, and three extra-extra-large) and ten adjustable neoprene neck seals, with primary specifications including Stearns Rapid Rescue Extreme + Surface Dry Suits and Rapid Repair Adjustable Neoprene Neck Seals (model RE0012), or approved equal alternatives. Vendors proposing alternate brands or specifications must submit descriptive literature for equality verification, with failure to provide sufficient documentation resulting in non-responsive bid determinations. All pricing must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax, and must include shipping to the Kentucky Department of Fish and Wildlife Resources at #1 Sportsman's Lane, Frankfort, Kentucky 40601. The evaluation will utilize a best value ranking approach with 90 points allocated to price and 10 points allocated to delivery time, with delivery specified in working days and penalties of one percent per day deducted from invoices for each day delivery exceeds the contracted timeline. Written vendor questions were due by October 21, 2020, at 10:00 AM ET, and the bid closing date was October 29, 2020, at 1:30 PM ET. All quoted prices must remain valid for a minimum of 60 calendar days after the bid due date, and vendors must submit electronic quotes through the eProcurement system with required documentation including Kentucky Tax Registration Form 10A100, certificates of authority for foreign entities, and applicable affidavits prior to award.
The solicitation applies Kentucky resident bidder preferences and qualified bidder preferences as defined in KRS 45A.490-494 and 200 KAR 5:410, with the Commonwealth reserving the right to apply reciprocal preference to Kentucky resident bidders. Qualified bidder status is available to Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities, the latter of which must employ individuals with severe disabilities for at least seventy-five percent of direct labor hours. Vendors must execute an Annual Affidavit for Bidders, Offerors and Contractors attesting to compliance with Kentucky campaign finance laws, sales and use tax registration, non-delinquency on state taxes and fees, non-participation in trade boycotts, and adherence to prohibitions regarding campaign contributions and conflicts of interest. The Finance and Administration Cabinet reserves the right to request supporting documentation and may disqualify bidders or terminate contracts for non-compliance with affidavit statements or solicitation provisions. No specific award value or budget range is disclosed in the solicitation documents, and payment will be made within 30 working days of receipt of goods or invoice following successful contract award.
