About this opportunity

Seminole County, Florida is seeking a qualified vendor to provide dry ice delivery services for its Mosquito Control division through a Request for Quotation (RFQ). The procurement requires weekly dry ice deliveries to the Mosquito Control Warehouse located at 153 Bush Loop in Sanford, FL, with specific delivery requirements of 300 pounds of dry ice each Monday morning from April through mid-December. Vendors must provide an appropriate storage container capable of holding the dry ice for up to 5 days and will be responsible for picking up the previous week's storage container on an ongoing basis. The RFQ was released on March 31, 2023, with a deadline for questions on April 7, 2023, and a response deadline of April 12, 2023 at 5:00 pm. Vendors must submit responses electronically through the county's e-Procurement Portal and provide a unit cost for dry ice by the pound, with separate line items for delivery, hazmat, and fuel charges. Evaluation criteria include pricing, compliance with numerous certification requirements, and submission of past performance references.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must provide comprehensive documentation including workers' compensation certification, drug-free workplace compliance, Americans with Disabilities Act affidavit, insurance confirmation, and a W-9 form. The county reserves the right to reject any or all quotes, conduct interviews, and make partial awards based on the most advantageous proposal. While a specific contract value is not disclosed, the ongoing weekly requirement of 300 pounds of dry ice suggests a consistent, medium-value procurement. The contract may also be subject to FEMA requirements, as indicated by the attached FEMA Additional Terms Addendum, which outlines federal compliance standards that could apply if the contract receives federal disaster relief or emergency management grant funding. Potential vendors should be prepared to meet extensive federal and local regulatory compliance standards, including potential record-keeping requirements and adherence to various federal laws and regulations.
