About this opportunity
Pennsylvania Department of Transportation Engineering District 5-0 is requesting bids to rent a Nu Ice Age Commando 55 Dry Ice Blaster with after-cooler and dryer unit, with bids due September 29, 2026 at 10:00 a.m. and opening at PennDOT Engineering District 5-0 in Allentown. The solicitation is subject to Pennsylvania's Reciprocal Limitations Act preferences framework, which adjusts bidding terms based on the preferences applied by other states to Pennsylvania vendors and Pennsylvania-manufactured goods; detailed preference percentages by state and product category are specified in the compliance document.
The scope includes rental of the specified blaster model equipped with after-cooler, dryer unit, blasting guns, nozzles, hoses, ice scoop, and operation manual. The vendor must respond to equipment requests within 48 hours and repair or replace any down equipment within 48 hours or by the next business day. PennDOT provides the qualified operator, fuel, and daily maintenance; the vendor is responsible for all maintenance and repairs performed outside business hours. The equipment must comply with all current OSHA safety requirements and be fully functional as manufactured.
The initial contract term is one year from issuance, with three optional one-year renewal periods subject to a 3% increase in line-item costs. The Department reserves the right to extend the contract up to three additional months to prevent service lapses. Payment is based solely on actual usage with no advance payment provision; quantities listed are estimates for internal departmental use only. The contract serves Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill counties.
Bidders must submit a Worker Protection and Investment Certification Form (BOP2201) certifying compliance with Pennsylvania Unemployment Compensation Law, Workers' Compensation Law, and comprehensive state labor and workforce safety laws, with failure to certify or material misstatement resulting in contract termination and three-year debarment. Bidders must also complete and sign a Domestic Workforce Utilization Certification declaring the percentage of direct labor performed within the United States or WTO GPA countries, which will be evaluated as a best-value criterion. All bids must be accompanied by a Certificate of Insurance.
