The scope involves installing an 8-inch PVC pipe system, pond inlet/strainer, and constructing a dry hydrant fed by an onsite water source to meet NFPA 1142 standards. The contractor will be responsible for finalizing permitting through Seminole County Building and Fire Departments, conducting site work, and maintaining coordination with ongoing landfill operations. A pre-proposal meeting was held on March 10, 2025, at the Osceola Landfill, with questions due by March 23, 2025, and bid responses required by April 2, 2025, at 2:00 pm. The project involves clearing and trenching a retention pond, installing hydrant infrastructure, and ensuring minimal disruption to existing landfill activities.

Minority and Women-owned Business Enterprises (M/WBEs) are expressly encouraged to participate in this procurement process. The contract requires the selected contractor to perform at least 15% of the total work within their own organization and provides for liquidated damages of $250 per day for project delays. The engineer's estimated project cost is $185,000, with bid documents available electronically through Seminole County's procurement website. Bidders must submit various certifications, including a Public Entity Crimes Form, Non-Collusion Affidavit, E-Verify Form, and Workers' Compensation Compliance Certification. The project may involve potential FEMA funding considerations, which introduces additional federal compliance requirements for the contractor. Contractors will need to provide performance and payment bonds, maintain specific insurance coverage, and adhere to comprehensive federal and local regulatory standards. The project is designed to enhance fire protection infrastructure at the Osceola Road Landfill by implementing a reliable water supply system using an existing 24-acre stormwater pond.
