About this opportunity
The Texas Department of Criminal Justice (TDCJ) is seeking sealed bids to establish a purchase order for the procurement of dry blend fertilizer, including delivery and application services. The successful vendor will be required to provide the fertilizer that meets all applicable regulations, as well as coordinate the delivery and application as directed by TDCJ. Bids must be submitted by the stated deadline of July 23, 2024, at 3:00 PM. TDCJ reserves the right to award the contract based on low line item, low total line items, or a combination that serves the state's best interests. The contract may be extended up to three months at TDCJ's discretion, and pricing must remain firm for 30 days. Vendors must comply with state procurement laws, provide required certifications, and agree to TDCJ's standard contract terms and conditions.
The TDCJ has determined that subcontracting opportunities are probable under this contract, and the relevant Historically Underutilized Businesses (HUB) goals have been defined. Bidders, including State of Texas certified HUBs, must complete and submit a HUB Subcontracting Plan (HSP) with their bid response, demonstrating their good faith efforts to utilize Texas certified HUB vendors for subcontracting opportunities. The contract has a specific HUB goal of 21.1% for the commodities contracts category. The awarded contractor will be required to provide monthly compliance reports and obtain prior approval for any modifications to the HSP.
