About this opportunity

The Washington State Department of Social and Health Services (DSHS) is soliciting via RFQQ 2634-886 a drug and alcohol testing services contractor to serve five counties (Franklin, Grant, Grays Harbor, Chelan, and Yakima), with proposals due July 27, 2026 at 5:00 p.m. Pacific Time and a pre-bid conference on June 29, 2026 at 2:00 p.m. Pacific Time via Microsoft Teams. Evaluation awards up to 15 additional points to certified Washington Veteran-owned businesses, Washington Small Businesses, and vendors compliant with Executive Order 18-03 on mandatory arbitration clauses; a Contractor Inclusion Plan addressing subcontracting opportunities with diverse businesses is required but aspirational (no minimum participation threshold mandated).

The scope is Third Party Administrator services encompassing pre-employment, random, post-accident, reasonable suspicion, return-to-duty, follow-up, and confirmatory testing for DOT safety-sensitive and non-DOT safety-sensitive positions across DSHS's approximately 18,000-employee workforce. The contractor must provide on-site and mobile collection capabilities, 24/7 availability at institutions including the Special Commitment Center on McNeil Island, Designated Employer Representative training, chain-of-custody documentation, certified Medical Review Officer services, and DOT Drug and Alcohol Clearinghouse reporting. Compliance with 49 CFR Parts 40 and 382, HIPAA, and state data-security standards (256-bit symmetric or 2048-bit asymmetric encryption) is mandatory. Accreditation or certification through DATIA, SAPAA, or NDASA is required or strongly preferred.

The maximum contract value is $300,000 over a five-year term from January 1, 2027 through December 31, 2031. DSHS will reject any response exceeding this amount. Evaluation comprises 175 points for management and qualifications, 10 points for cost, and 30 points for oral interviews if required. The Apparent Successful Bidder will be announced September 1, 2026, with contract execution anticipated by October 2, 2026. Bidders must hold current Washington State Business Licenses. Written questions are due July 6, 2026, with responses posted by July 13, 2026. Bidders must register on Washington's Electronic Business Solution (WEBS) using commodity codes 952-43 or 952-07 to receive official amendments.
