About this opportunity

MARTA is seeking proposals for a cloud-based drug and alcohol compliance software solution to manage its drug and alcohol testing program in compliance with Federal Transit Administration (FTA) requirements. The software must provide comprehensive tracking capabilities for pre-employment, post-accident, reasonable suspicion, and random drug and alcohol testing. Key functional requirements include generating statistical reports, performing annual Management Information System (MIS) reporting, managing random selection compliance, supporting electronic notifications with service agents like labs and medical review officers, and storing supervisory and employee training data. The proposal is posted on August 19, 2025, with responses due by September 17, 2025. The procurement is being administered by MARTA's Department of Human Resources, with the full request for proposal detailed in the RFP P50717 document. The software solution must demonstrate ability to improve existing business practices, particularly in document management and web portal access, while meeting all federal compliance standards for transit agency drug and alcohol testing programs.

While specific set-aside designations are not explicitly detailed in the provided information, the procurement appears to be open to qualified technology vendors specializing in compliance software solutions for transportation agencies. The contract will be executed through MARTA's standard contract terms for Drug & Alcohol Compliance Software Services. No incumbent vendor is mentioned, suggesting this may be a new implementation or replacement of an existing system. The procurement documents (RFP P50717 Drug and Alcohol Software.pdf and RFP P50717 Notice to Proponents.pdf) are available for potential bidders to review detailed specifications and submission requirements. Though a specific budget range is not specified, the complexity of the required features and the need for comprehensive FTA-compliant tracking suggests this will be a significant software investment for the agency's human resources and compliance operations.
