About this opportunity
The San Bernardino County Probation Department is issuing a Request for Proposal (RFP) to procure a comprehensive drone detection system for three detention facilities: Central Valley Juvenile Detention and Assessment Center (CVJDAC) in San Bernardino, A Restorative Integration for Successful Engagement (ARISE) Secure Youth Treatment Facility (SYTF) in Apple Valley, and Successful Outcomes for Achieving Responsibility (SOAR) in San Bernardino. The system must be all-inclusive and utilize a centralized software platform with specific hardware components, including three RF-160 sensors, nine RF-360 sensors, three RF-560 sensors, five AXIS Q6225-LE PTZ cameras, and one analytics server capable of detecting drones across a 5-kilometer radius, tracking multiple drones simultaneously, identifying drone location and controller position, and providing real-time alerts via email and SMS. All services, installation, design, implementation, warranty, and ongoing support must be performed directly by the contractor without subcontracting. The contractor must demonstrate qualifications and experience in drone detection systems, provide comprehensive training including a minimum two-day in-person session and ongoing virtual training materials, and maintain compliance with all applicable federal, state, and local regulations governing drone detection and counter-UAS operations, including FAA, FCC, DOJ, and DHS requirements. Evaluation will be conducted using a best value methodology with weighted criteria: Qualifications and Experience (35%), Technical Review (40%), Cost/Revenue (20%), and References (5%). The deadline for submitting questions is April 2, 2026, at 12:00:59 PM PDT, with proposals due on April 13, 2026, at 5:00:59 PM PDT, and a tentative contract award date of June 2026. The contract term is five years, from June 2026 through May 2031, with services to be provided on a cost reimbursement basis.
Vendors seeking to qualify for local vendor preference consideration may receive a five percent (5%) preference if they meet ten specific criteria, including maintaining their main office or a major regional office within San Bernardino County, ensuring that at least 25 percent of full-time management and regular employees work from county locations, employing at least one full-time or two part-time employees with primary residence in the county, and demonstrating at least six months of established business activity in the relevant field. Vendors must submit a Local Vendor Preference Self-Certification form under penalty of perjury, with certification remaining valid for five years before renewal is required; false certifications result in immediate proposal rejection, potential contract termination, contract voiding, damages claims, and vendor ineligibility to transact county business for one to three years at the Purchasing Agent's discretion. Proposers must demonstrate no record of unsatisfactory performance with the County in the preceding 24 months and maintain all required licenses, permits, and certifications throughout the contract period. Insurance requirements include General Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 per claim), Cyber Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Workers' Compensation as required by California law. No specific budget range or award value is disclosed in the solicitation documentation, though proposals must be submitted electronically through the County's ePro procurement system. The County reserves the right to make one or as many awards as deemed necessary and may conduct oral interviews, product demonstrations, or request best and final offers at its discretion.
