About this file

This is a Questions and Answers document issued by the San Bernardino County Probation Department in response to proposer inquiries regarding Request for Proposal No. PROB26-PROB-6362 for a comprehensive drone detection system. The RFP seeks to procure an all-inclusive drone detection system for three detention facilities: Central Valley Juvenile Detention and Assessment Center (CVJDAC) in San Bernardino, A Restorative Integration for Successful Engagement (ARISE) Secure Youth Treatment Facility in Apple Valley, and Successful Outcomes for Achieving Responsibility (SOAR) in San Bernardino. The system must include three RF-160 sensors, nine RF-360 sensors, three RF-560 sensors, five AXIS Q6225-LE PTZ cameras, and one analytics server capable of detecting drones within a 5-kilometer radius, tracking multiple drones simultaneously, identifying drone location and controller position, and providing real-time alerts via email and SMS. The deadline for submitting questions was April 2, 2026, at 12:00:59 PM PDT, with proposals due April 13, 2026, at 5:00:59 PM PDT. A tentative contract award date is June 2026, with a contract term of five years from June 2026 through May 2031.

The document addresses five key proposer questions, clarifying that PTZ camera mounting locations will be determined collaboratively after contract execution based on site-specific conditions and vendor recommendations. The County prefers onsite headend locations at each of the three facilities to ensure operational continuity during internet or power outages, though vendor-hosted solutions will be considered if demonstrating equal or greater reliability. Functionally equivalent or superior solutions will be evaluated based on compatibility, reliability, scalability, maintainability, and operational impact, provided all equipment represents current production models fully supported by manufacturers and not classified as end-of-life. The document notes that the original solicitation was canceled without award after the County determined revisions to project requirements were necessary; the reissued RFP reflects updated requirements and evaluation criteria to align with current operational needs, and proposers are instructed to rely solely on the current solicitation and associated addenda.

Request for Proposal

No. PROB26-PROB-6362 A1

Responses to Proposer Questions

1. Where will PTZ cameras be mounted at each of the 3 locations?

RESPONSE: PTZ camera mounting locations will be determined in collaboration with the awarded vendor after contract execution. Placement will be based on site-specific conditions, required coverage areas, and the vendor’s technical recommendations, subject to County review and approval.

2. Where is headend location onsite?

RESPONSE: The County prefers that the headend be located at each of the three Locations identified in section I.E of the RFP and operate independently to ensure continuity of operations in the event of an internet or power outage at another location.

Notwithstanding this preference, vendor-hosted headend solutions will be considered if the vendor can demonstrate that such a configuration provides equal or greater reliability and performance. The vendor must propose the optimal solution and clearly define the headend within their system architecture.

3. Please confirm whether solutions that are functionally equivalent to or exceed the specified requirements (equal or better) will be considered responsive and acceptable?

RESPONSE: Permitted alternatives will be evaluated based on their ability to meet or exceed the functional, technical, and performance requirements of the stated specifications. Evaluation criteria will include, but are not limited to, compatibility, reliability, scalability, maintainability, and operational impact. All proposed equipment must be current production models, fully supported by the manufacturer, and not classified as end-of-life or end-of-support. Vendors must provide detailed documentation to substantiate equivalency or improvement. Proposals that fail to clearly demonstrate equivalency may be deemed non-responsive.

4. If permitted, how will such alternatives be evaluated in comparison to the stated specifications?

RESPONSE: Please refer to the response provided for Question 3.

5. We noticed that this solicitation was originally issued several months ago and has recently been re-posted. Could you please provide clarification on whether the prior solicitation was awarded or canceled? If it was canceled or not awarded, we would appreciate any insight into the reason for the reissuance and whether there have been any substantive changes to the requirements or evaluation criteria.

Request for Proposal

No. PROB26-PROB-6362 A1

RESPONSE: The prior solicitation was canceled and no award was made. The County determined that revisions to the project requirements were necessary after the original solicitation was issued. As a result, the solicitation was canceled and subsequently reissued to reflect updated requirements and ensure alignment with the County’s current operational needs.

The reissued RFP includes revisions to the scope of work and evaluation criteria.

Proposers are advised to rely solely on the current solicitation and associated addenda when preparing their proposals and to carefully review all sections of the reissued RFP, including the scope of work and the evaluation criteria, for any updates or changes.
