About this opportunity
The San Bernardino County Probation Department is issuing a Request for Proposal (RFP-PROB26-PROB-6069) to procure a comprehensive drone detection system for three juvenile detention facilities: Central Valley Juvenile Detention and Assessment Center (CVJDAC), A Restorative Integration for Successful Engagement (ARISE) Secure Youth Treatment Facility (SYTF), and the Successful Outcomes for Achieving Responsibility (SOAR) facility. The procurement requires an all-inclusive system featuring radio frequency-based passive detection capabilities across 1 MHz to 63 GHz frequency bands, including three RF-160 sensors with omni-directional antennas, nine RF-360 sensors with direction-finding capability, three RF-560 sensors, five AXIS Q6225-LE PTZ cameras, one analytics server, installation services, maintenance and support, training, and consultation services. The system must be capable of tracking up to five simultaneous drones, maintaining a drone library of 60+ manufacturers and 200+ drone SKUs, providing real-time tracking of drone and controller locations, generating alerts via email and SMS, storing forensic data for three months, and supporting both cloud and on-premises hosting. Proposers must demonstrate compliance with Federal Aviation Administration (FAA), Federal Communications Commission (FCC), Department of Justice (DOJ), and Department of Homeland Security (DHS) regulations, as well as California state privacy and surveillance laws. The evaluation will be based on qualifications and experience (30% weight), technical review (35% weight), cost (30% weight), and references (5% weight). Questions regarding the RFP are due January 12, 2026, with proposals due February 4, 2026, at 5:00:59 PM PST. The anticipated contract award date is July 2026, with a five-year contract term from July 1, 2026, through June 30, 2031.
A local vendor preference of five percent (5%) applies to eligible local vendors meeting specific criteria outlined in San Bernardino County policy, which requires certifications including a main office or major regional office within county boundaries, at least 25 percent of full-time management and regular employees from county locations, at least one full-time or two part-time employees with primary residence in the county, and a valid business license with at least six months of ongoing business activity. The County has not identified any incumbent vendors or current contractors for this procurement. No existing Command and Control (C2) platform integration is required, as the County does not currently maintain such a system; however, the County will provide necessary conduit pathways, building penetrations, electrical circuits, and exterior conduit runs to support RF-560 sensors and maintains a high-bandwidth Wide Area Network connection between the three sites. Proposers must provide a minimum two-day in-person training session, virtual training access, initial consultation hours for system design and implementation, and ongoing maintenance and regulatory compliance support throughout the contract term. The contract budget is established at a maximum of $600,000 for the entire five-year period. The County has indicated flexibility regarding sensor specifications, noting that functionally equivalent or equal detection systems meeting or exceeding the specified performance requirements will be accepted, with equivalency determinations made prior to award.
