About this file
This document is a Questions and Answers response file for Request for Proposal No. PROB25-PROB-6069, issued by the San Bernardino County Probation Department for a Drone Detection System. The RFP seeks to procure drone detection services utilizing RF sensors (RF-160, RF-360, RF-560 models), Drone Tracker software, and Drone DNA signature library updates across three county sites. The County clarified that the specified sensor models and software references represent desired capabilities rather than manufacturer-specific mandates, and it will accept functionally equivalent or equal detection systems that meet or exceed the performance requirements outlined in the Scope of Work. The County also confirmed acceptance of alternative detection and identification approaches provided they meet or exceed the specified performance standards. The proposal evaluation will occur during the bidding process with equivalency determinations made prior to award.
Regarding infrastructure and implementation, the County will assume responsibility for all necessary conduit pathways, building penetrations, electrical circuits, and exterior conduit runs required to support the RF-560 sensors, which require dedicated 100-240V AC power sources located within 10 feet of mounting locations. The County confirmed it maintains a high-bandwidth Wide Area Network connection between the three sites to support the central server. The RFP indicated there is no existing Command and Control (C2) platform currently in place; therefore, proposers are not required to integrate with external C2 systems. No specific pricing information, contract term, renewal options, funding sources, or award dates are provided in this questions and answers document.

Responses to Proposer Questions
1. Section V- Scope of Work B, Project Description 2 (c) (d)
a. The RFP specifies RF-160, RF-360, RF-560 sensors and Drone Tracker software with Drone DNA updates. These appear to be manufacturer-specific products. Can the County confirm whether the named models/software are required as written (i.e., a specific manufacturer product line), or whether the County is using these references to describe desired capabilities?
ANSWER: These are references for desired capabilities.
b. If manufacturer-specific requirements, please identify the manufacturer/product line intended.
ANSWER: The references are for desired capabilities and do not need to be manufacturer specific.
2. Section V - Scope of Work B, Project Description 1
a. If the RF-160/RF-360/RF-560 sensors and Drone Tracker/DroneDNA requirements are manufacturer-specific, will the County accept functionally equivalent (or equal) detection systems, software, and signature library services that meet or exceed the performance and functional requirements described in Section B(1)?
ANSWER: The references are for desired capabilities. We will accept equivalent or similar detection systems, software and library services that meet or exceed the performance of the requirements described in the section.
b. If yes, please confirm the evaluation process and whether equivalency determinations will be made prior to award or during proposal evaluation.
ANSWER: During proposal evaluation and prior to award.
3. Section V - Scope of Work B Project Description
a. The RFP references RF direction-finding sensors as specified in Section B(2). Will the County accept alternative detection and identification approaches?
ANSWER: Yes.
b. Provided they meet or exceed Section B(1) are the specific RF-160/RF-360/RF-560 models optional or mandatory?
ANSWER: The references are for desired capabilities. Equal or equivalent sensors can be used.
4. Infrastructure & Cabling
a. Please confirm if usable conduit pathways exist from the roof mounting locations to the MDF/IDF at all three sites. If not, is the contractor responsible for all new exterior conduit and building penetrations?
ANSWER: The County will be responsible for conduit and building penetrations, if necessary.
b. The specified RF-560 sensors require a dedicated 100-240V AC power source and cannot be powered via standard PoE. Please confirm that 110V AC power is currently available within 10 feet of the proposed mounting locations for the three (3) RF-560 units. If new electrical circuits or exterior conduit runs are required to provide this power, is this work the responsibility of the low-voltage contractor or the County?
ANSWER: The County will be responsible for the necessary electrical circuits.
c. Does the County provide a high-bandwidth WAN connection between the three sites to the central server?
ANSWER: Yes
5 Integration Targets
a. Requirements require interfacing with external C2 systems. Please specify the manufacturer and version of the existing C2 platform.
ANSWER: There is not an existing C2 platform.
6 Infrastructure and Cabling
