About this opportunity
The State of Michigan, through the Department of Technology, Management and Budget and the Michigan Department of State, issued Request for Proposal No. 200000002245 to procure a comprehensive driver's license and identification card production system. The procurement seeks a contractor to design, produce, and deliver approximately 2.9 million driver's licenses and identification cards annually, including standard REAL ID-compliant cards (approximately 2.1 million), enhanced cards with RFID chips compliant with Western Hemisphere Travel Initiative requirements (approximately 800,000), and salvage vehicle agent cards (approximately 1,100). The contractor must establish and maintain primary and backup central issuance production facilities within the continental United States, provide 133 digital image capture workstations for branch locations plus units for mobile, testing, and training environments, and deliver all cards via USPS within three business days of data receipt. Key deliverables include card design specifications, security plans, implementation timelines, comprehensive technical documentation, 115 sample cards for evaluation, image capture workstation hardware and software, training and support services, and mailing operations. The contractor must possess a minimum of five years of verifiable experience in highly secure ID document production, current operations of at least two programs producing central issuance ID documents with volumes of two million or more cards annually, and at least one year of REAL ID-compliant driver license production experience for a U.S. state or Canadian province. All proposed facilities must obtain or possess NASPO Class I or II security certifications or equivalent independent third-party security audit certification before card production begins. The evaluation process included three stages: technical evaluation on a 100-point scale with an 80-point minimum threshold addressing business requirements compliance, reports and documentation, and vendor background and experience; card sample evaluation on a pass/fail basis; and oral presentations for qualifying bidders, followed by pricing evaluation and final award. The mandatory pre-proposal meeting was held on August 26, 2020, written questions were due by September 4, 2020, with answers posted by September 11, 2020, and proposals were due by October 2, 2020, at 3:00 p.m. Eastern Time, with an anticipated contract commencement date of December 15, 2020.
The RFP documents do not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. The contract term extends for five years with potential renewal for up to five additional one-year periods at the State's sole discretion. Pricing must be submitted on a per-card basis and held firm for the entire contract period, with separate costs for standard cards, REAL ID-compliant cards, and enhanced WHTI-compliant cards, encompassing all production materials, security features, workstation hardware and software, support services, training, and mailing operations; postage charges are reimbursed on a pass-through unburdened basis. The contractor must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 privacy and security liability, and $500,000 employers liability coverage, and must pay a one percent administrative fee on all contract payments due quarterly. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion of contract activities, and $1,000 per individual per day applies for unauthorized removal of key personnel. The RFP documentation does not specify the contract award value or budget range, but indicates that pricing will be evaluated on a best-value basis combining technical factors and cost. The contractor must maintain comprehensive disaster recovery and business continuity plans with 24-hour recovery capabilities and be responsible for all equipment maintenance, repairs, and replacements throughout the contract term at no cost to the State.
