The anticipated contract commencement date is December 15, 2020. The contract term is five years with potential renewal for up to five additional one-year periods at the State's discretion.

Pricing shall be firm for the entire contract term on a per-card basis, with costs broken down by card type (standard, enhanced, salvage agent) and including all production materials, security features, image capture workstation hardware and software, support services, training, reports, and mailing operations. BACKGROUND

The Michigan Department of State (MDOS) oversees and administers various laws, regulations, and statutes related to driver licenses and driver safety; motor vehicle, watercraft and recreational vehicle ownership and registration; elections; notary certification; and record sales and certification. MDOS will lead the implementation effort of the project with oversight from the from the Michigan Department of Technology Management and Budget (DTMB) that will confirm the procurement process and provide IT-related services, including development of the interfaces needed to exchange card detail files, approval of interface technical documentation, and ensure all Vendor services and products adhere to applicable State IT policies and standards. After implementation, MDOS will be responsible for overseeing the daily, on-going DL/ID card production processes.

MDOS currently has 133 branches across the state, including at least one branch in each county and one mobile office. Most branches have a single digital image capture workstation; however, nine branches have an additional digital image capture workstation. Most branches are open 9:00-5:00 Monday, Tuesday, Thursday, and Friday, 11:00-7:00 on Wednesday, and seven branches are open from 9:00-12:00 on Saturday morning.

Additionally, MDOS has one mobile office that connects to the host system and allows DL/ID transactions to be completed at non-branch office sites. All branches are in the eastern time zone, with the exception of a few offices in the western portion of Michigan’s Upper Peninsula which are in the central time zone.

Michigan issues four types of cards.

1.) Standard cards (non-REAL ID compliant) 2.) REAL ID-compliant cards 3.) Enhanced cards 4.) Salvage Vehicle Agent cards

Michigan is a REAL ID-compliant state since 8/28/2017. Standard cards will be visually identical to REAL ID cards, except will contain “Not for Federal Identification” instead of the REAL ID compliancy marker (gold circle with star). Enhanced cards are REAL ID compliant and compliancy is denoted by the appearance of the American flag and the REAL ID compliancy marker (gold circle with star) on the front of the card. The enhanced card design is similar to that of the standard and REAL ID card. However, only the enhanced contains an RFID chip. Michigan has an agreement with the federal Department of Homeland Security (DHS) to issue enhanced DL/IDs that comply with the requirements of the Western Hemisphere Travel Initiative (WHTI). Enhanced cards must meet both WHTI and REAL ID requirements.

Michigan issues approximately 2.3 million standard cards and 600,000 enhanced DL/ID cards annually, with approximately 11,000 DL/ID cards typically issued each workday. There have been events (holidays, technical issues, implementation of new programs, etc.) that have resulted in the transmission of 20,000 or more requests to the card vendor on a single day. Approximately 80% of the DL/ID cards issued are standard cards or REAL ID cards, and 20% are enhanced cards. Michigan DL/ID cards must be renewed every four years. Currently, DL/ID cards can be renewed at a branch office, by web, or by mail. A DL or ID card renewed by web or mail uses an existing photo and signature image on file. Every eight years, a new photo is required for DL cards. New photos are not required for ID card renewals, unless the renewal transaction is completed at a branch. In addition to standard, REAL ID-compliant, and enhanced DL/ID cards, Michigan also issues approximately 1,100 salvage vehicle agent cards annually. Salvage vehicle agent cards do not require a new photo at renewal. There are approximately 7.1 million Michigan drivers and 1 million Michigan identification card holders. Total annual card issuance volumes are as follows:

Fiscal Year October- September

Total Cards Produced

2019 2,871,994 2018 2,720,201 2017 2,851,267 2016 2,861,687 2015 2,759,070 2014 2,655,565

In recent years, peak months for card production have been the four month period of May-August when 36% of total annual cards were produced. Production has been at the lowest point during the four-month period of November-February when ~30% of total annual cards were produced. Production has typically peaked in August with 9.4% of all annual card production and has been at the lowest point in December with 7.0% annual card production.

Exact quantities of cards to be purchased under the resulting Contract are unknown. The State makes no guarantee on monthly, annual, or total card volumes over the Contract period. However, the Contractor will be required to furnish all such materials and services as may be ordered during the Contract period.

The construction of the standard, REAL ID, enhanced, and salvage vehicle agent cards is of the same material and all cards have a similar design. However, only the REAL ID compliant card has the fully-compliant gold circle with star and only the enhanced cards display a visual icon denoting citizenship (an American flag), the REAL ID fully-compliant gold circle with star and contain a RFID chip. There are currently twelve (12) different card formats (e.g. operator, chauffeur, commercial, etc.) Michigan issues vertical DL/ID cards to applicants under age 21. Michigan does not issue DL/ID cards without images or signatures.

The current vendor provides both primary and back-up central card issuance production facilities, including all equipment, hardware, software, materials, and personnel required to operate and manage the facilities that are located within the United States. On a nightly basis, the State will transmit card request data for DL, ID, and salvage vehicle agent cards processed that day. Cards are mailed directly to MDOS customers from the vendor.

Card holders receive a temporary operating permit valid for 60 days. However, card holders typically receive their cards within 7 days after the card detail is made available by the State to the vendor. The vendor also provides detailed card design documents for each card type (standard, enhanced, and salvage vehicle agent) as well as card graphics and samples used primarily for communication and law enforcement purposes.

Digital photographs and signatures for DL/ID cards are captured by vendor-provided equipment and software.

Michigan provides the infrastructure, storage, and hosts all captured images and signatures. The State provides and will continue to provide the software required for applicant enrollment. The application provided to law enforcement for retrieval/viewing of images and signatures is also provided and supported by the State. The State supplies the equipment that prints temporary operating permits which verifies driving privileges until the new card is received. Michigan does not apply facial recognition processes prior to card issuance. Michigan does not capture fingerprints.
