About this opportunity
Dane County, Wisconsin, through its Department of Human Services, is seeking a vendor to implement a Driver's License Recovery program (RFP #426018) designed to assist low-income adults with reinstating suspended or revoked driver's licenses. The procurement targets service providers capable of delivering 1,500 hours of direct service, with specific performance goals including enrolling 60 participants, facilitating 30 individuals completing community service, and successfully reinstating 45 driver's licenses. Key deliverables include comprehensive case management and outreach services focused on removing employment barriers for residents at or below 200% of the Federal Poverty Level. The RFP was released on April 4, 2025, with a question submission deadline of May 9, 2025, and a proposal submission deadline of May 30, 2025, at 11:59 pm. Evaluation criteria will emphasize cost-effectiveness, with vendor proposals being scored primarily on service unit rates, and administrative costs strictly limited to 15% of the total budget. The contract will be initially effective for one year, with potential renewal options for four additional one-year periods.
The procurement appears open to various organizations without specific set-aside designations, though participants must be Dane County residents. The current service provider is the YWCA, which has maintained the program with one full-time equivalent (FTE) staff member. Proposers are encouraged to design flexible service delivery models without mandated staffing structures. Referral partnerships will include Dane County Circuit Court, Child Support Agency, District Attorney, Madison Municipal Court, and other community agencies. While precise budget ranges are not explicitly stated, the cost proposal workbook suggests the program anticipates approximately 1,500 service hours, with final pricing to be negotiated based on cost reasonableness and available county funding. Vendors must demonstrate capability to bill for discrete service units and provide comprehensive budgetary documentation. The primary objective remains consistent: helping low-income residents overcome licensing barriers to improve employment opportunities by meeting minimum job requirements for family-supporting wage positions.
