About this opportunity
The Florida Department of Transportation, Florida's Turnpike Enterprise is issuing an Invitation to Bid (DOT-ITB-26-8021-MB) for the furnishing, installation, operation, and maintenance of drive-through tire check monitoring systems at four service plaza locations across Florida's Turnpike system, located at Port St. Lucie/Fort Pierce (Milepost 144), Canoe Creek (Milepost 229), Okahumpka (Milepost 299), and Snapper Creek (Milepost 19). The selected vendor must design and install fully operational, automated systems capable of drive-over measurements of tire pressure and tread depth for all four vehicle tires, with results displayed on touchscreen kiosk interfaces at no cost to users. All four systems must be completed and operational within six months of issuance of the Notice to Proceed. The vendor must carry general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, and property damage insurance of at least $200,000 per occurrence; must be registered with MyFloridaMarketPlace; and must be authorized to transact business in Florida. The evaluation criteria emphasizes award to the responsive and responsible bidder with the lowest total bid amount. The deadline for submission of questions is February 24, 2026, at 5:00 PM Eastern Time, with bids due on March 10, 2026, at 2:30 PM Eastern Time. Public bid opening will occur on March 10, 2026, at 3:00 PM at Florida's Turnpike Headquarters, Mile Post 263, Turkey Lake Service Plaza, Building 5315, Ocoee, Florida, and the intended award decision will be posted on the Florida Vendor Information Portal by March 17, 2026.
Compensation is structured as four lump-sum pay items for furnishing and installing systems at each location, four monthly renewable pay items for maintenance and inspection services at each location over 54 months, a contingency amount of $10,000 for unforeseen labor, parts, materials, and components, and a mark-up allowance for parts, materials, components, and overhead not to exceed 20 percent. The initial contract term is five years commencing upon issuance of Notice to Proceed, with renewal options for up to five additional years in any increments determined by the Department, contingent upon satisfactory performance evaluations and availability of funds; contract renewal costs may not be charged. All required bidders must submit certifications of qualifications, foreign country of concern attestations, forced labor certifications, scrutinized companies list certifications, award preferences forms, and E-Verify compliance certifications. Financial consequences for non-performance include deductions of $500 or one percent of the original contract amount per business day for late installation completion, and $100 or one percent per business day for late maintenance service delivery. The solicitation documentation does not identify any set-aside designations, incumbent vendors, or disadvantaged enterprise restrictions, nor does it specify a detailed budget range; prospective bidders should contact TP.Purch@dot.state.fl.us and monitor the Florida Vendor Information Portal at https://vendor.myfloridamarketplace.com for additional details and any amendments prior to submission.
