About this opportunity
The City of Philadelphia is soliciting bids on a micro purchase for Driftcon Acquisition Card supplies and services, with bids due September 7, 2026. The award will go to the lowest responsive and responsible bidder; the City reserves the right to award as a whole or by line item. All bidders must quote all line items to remain eligible for consideration.
Vendors must submit a signed Consent and Authorization Agreement (required by Philadelphia's PHLContracts eProcurement platform) prior to bid closing for their quotes to be deemed responsive. The City strongly encourages vendors to attach the agreement to their profile at registration to avoid resubmission on each quote. Signature authority requirements vary by entity type: corporations require signatures from a President or Vice President and a Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or authorized signers.
The City has issued an optional LGBTQ Applicant Data Form to collect diversity information. Submission is voluntary; respondents may identify LGBTQ business ownership status and current LGBTBE certification through the National LGBT Chamber of Commerce via its Philadelphia affiliate, the Independence Business Alliance. The form also requests disclosure of any additional third-party certifications (ESMDC, PAUCP, Disability:IN, WBENC) and names of LGBTBE-certified subcontractors. Applicants agree that the City may use submitted data for other projects and may make it publicly available.
The contract period runs July 1, 2026 through June 30, 2027. No delivery or service provision may begin until the vendor receives written departmental notification. Questions regarding submission requirements should be directed to Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
