About this opportunity
The Ohio Department of Administrative Services (DAS), Office of Procurement Services, is seeking bids for a contract on behalf of the Ohio Department of Rehabilitation and Correction (DRC) to load, remove, haul, and dispose of biosolids from the Southeastern Correctional Institution's Wastewater Treatment Plant. The procurement specifically requires a qualified contractor to manage approximately 400,000 gallons of biosolids annually, with solids concentrations ranging from 1.5% to 3.0%. A non-mandatory site visit is scheduled for July 16, 2025, at 10:00 AM EST at the facility located at 5900 B.I.S. Road, Lancaster, Ohio, where potential bidders can survey the site and discuss solicitation requirements. The contract will be awarded to the lowest responsive and responsible bidder, with evaluation criteria including unit cost multiplied by estimated usage. Bidders must demonstrate capabilities in biosolids handling, transportation, and disposal, with options for land application or landfill disposal. The contract is effective through June 30, 2028, with potential renewals up to 24 additional months, and the bid response deadline is August 1, 2025.
The solicitation does not explicitly mention set-aside designations or restrictions for specific types of organizations. Contractors must provide automobile liability and pollution legal liability insurance, each with a minimum of $2,000,000 per occurrence. Additional qualifications include obtaining necessary county health department licenses, complying with federal and state regulations (specifically 40CFR503), and maintaining detailed records of biosolids removal and disposal. The contractor must also have the capability to handle weather-related constraints by either temporarily storing or landfilling biosolids if land application is not immediately possible. Pricing terms include a firm price for the first 12 months, with potential price adjustments thereafter based on documented increases in raw materials, labor, or other costs. While a specific budget range is not provided, the contract involves bi-annual biosolids removal, suggesting a significant ongoing service requirement for the Southeastern Correctional Institution.
