About this opportunity

The Commonwealth of Kentucky Department of Parks issued Request for Bid (RFB) 758 2400000275 on December 8, 2023, seeking qualified vendors to supply and install draperies, valances, blinds, and bed skirts in ten two-bedroom cottages (numbered 401-410) at Jenny Wiley State Resort Park in Prestonsburg, Elliott County, Kentucky. The deliverables include 20 pairs of draperies at 108 inches width by 56 inches length, 50 pairs at 42 inches width by 56 inches length, ten bathroom valances, ten bathroom blinds, and 48 full-size tailored bed skirts measuring 54 inches width by 80 inches length by 14 inches depth. The scope of work encompasses measuring, installation, and removal and disposal of existing hardware and draperies, with specific materials required including Fabricut Contract fabric in Premier pattern (Biscuit color), Roe-Lon lining, Kirsch hardware, and Bali 1-inch Contract Aluminum Horizontal Blinds in Alabaster. Bids must be submitted electronically through the Kentucky eProcurement system by December 22, 2023, at 1:30 p.m. ET, with written questions due by December 14, 2023, at 10:00 a.m. ET and bid readings scheduled for December 22, 2023, at 3:30 p.m. ET. Site visits are encouraged and can be arranged with Park Manager Trinity Shepherd at 606-889-1790. The evaluation criteria utilize a best value approach allocating 90 points to price (with the lowest bidder receiving maximum points) and 10 points to experience (with a maximum of 50 years of U.S. experience considered). Vendors must provide per-cottage pricing for draperies, valances, and blinds combined, and per-unit pricing for bed skirts, with all prices quoted as F.O.B. Destination Freight Prepaid and Allowed, and pricing must remain valid for a minimum of 60 calendar days after the bid due date.

Kentucky resident bidders may receive reciprocal preference equal to the preferences given to their state's bidders by other states, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities may receive preference equal to 15-20 percent of maximum points. Bidders must comply with Kentucky campaign finance laws and resident bidder or qualified bidder status attestations through the affidavit process; for those claiming qualified bidder status, nonprofit organizations must further KRS Chapter 163 purposes, or nonprofit agencies must demonstrate 75 percent employment of disabled workers in direct labor hours and maintain good standing registration with the Kentucky Secretary of State. All bids must include proof of Kentucky tax registration if applicable, and foreign entities must provide a Secretary of State certificate of authority. The successful vendor must maintain contractor's general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide a Certificate of Insurance prior to award, and deliver a one-year guarantee covering defects in material, labor, fabrication, and installation. Installation is expected 8 to 12 weeks after order receipt, with all work coordinated with the Park Superintendent to minimize guest inconvenience. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding, and no specific contract award value or budget range was disclosed in the solicitation documents.
