About this opportunity
The Commonwealth of Kentucky Transportation Cabinet Division of Purchases, on behalf of District 11, is soliciting bids for drainage repairs in Harlan County through a Request for Bid (RFB) process. The project encompasses repair and replacement of drainage structures at 12 sites along Kentucky highways including KY 38, US 421, KY 160, and KY 221. Deliverables include providing and installing 24-inch and 36-inch HDPE culvert pipes totaling 320 linear feet, nine Type 1 and one Type 2/Junction Box drop box inlets, 1,500 square yards of geotextile fabric, stone materials, flowable fill, sidewalk replacement, traffic control, and site preparation work. All work must comply with KYTC Standard Specifications and be completed by November 1, 2023. Bids are due May 1, 2023 by 1:30 PM through the Kentucky Vendor Self Service online portal, with written questions due by April 24, 2023 at 4:00 PM. Evaluation is conducted on a lowest-price basis with unit prices submitted for each line item, and the tentative award date is May 8, 2023. The contract period runs from award through May 31, 2024, with four optional one-year renewal periods available. Bidders must maintain general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing ACORD certificates within ten days of award, and must register in the Commonwealth eProcurement System at least 24 to 48 hours before submission.
Qualified bidders receive preference equal to 15 to 20 percent of maximum points, including Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities. Kentucky resident bidders claiming such status must submit a required affidavit, and reciprocal preferences apply based on other states' preferences. The contractor is responsible for traffic control with a $200 per day penalty for exceeding planned closures, utility coordination, erosion control with seeding incurring a $200 per day penalty for exceeding the seven-day requirement, and maintenance of all work in compliance with KYTC specifications. The Commonwealth reserves the right to add similar items or delete services as needed, with compensation provided only for quantities actually used. No specific contract award value or budget range is disclosed in the solicitation documents, as pricing will be determined through competitive bidding on a lowest-total-price basis.
